Job Overview:
The National Consultant - WPS coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator will play a crucial role in supporting the implementation and coordination of the Women, Peace and Security (WPS) programme in Timor-Leste. This position involves providing integrated policy advice, technical assistance, and capacity development to various stakeholders, including governance, justice, and security institutions. The consultant will work to strengthen institutional capacities for the implementation of the National Action Plan 1325, promote women's and youth's representation in decision-making bodies, and enhance access to inclusive security and justice services. The consultant will also focus on identifying and addressing structural barriers that limit women's participation in governance and peacebuilding efforts. The overall objective is to ensure that gender equality and women's leadership are integral to conflict prevention, resolution, and humanitarian response in Timor-Leste.

Duties and Responsibilities:
The National Consultant will be responsible for a variety of tasks, including: 1) Contributing to the development of programme strategies in Women, Peace and Security by providing substantive inputs to project proposals and identifying areas for support. 2) Supporting the implementation of the WPS programme by coordinating activities according to the Annual Work Plan, facilitating calls for proposals, and providing technical support to partner organizations. 3) Offering technical assistance and capacity development to national security and justice institutions, civil society organizations, and NAP 1325 focal points. 4) Organizing workshops and dialogues to promote knowledge exchange and good practices among ASEAN member states and Timor-Leste. 5) Monitoring and reporting on programme implementation, including preparing documentation for advocacy and communication efforts. 6) Developing training materials and conducting innovative training programmes to enhance partners' capacities on WPS. 7) Collaborating with the UN Women Head of Office and other stakeholders to ensure effective programme delivery and alignment with international best practices.

Required Qualifications:
The consultant must possess a Master or Bachelor Degree in Law, Gender Studies, Peace and Security, Conflict Prevention, Political Studies, Economics, Social Sciences, or related fields. Additionally, the consultant should have a strong background in human rights, gender equality, peacebuilding, and conflict resolution, with a focus on prevention and response to Gender-Based Violence. Extensive experience working with national security, defense, and justice institutions, as well as civil society organizations, is essential. The consultant should also have experience in organizing training workshops and dialogues related to gender equality and peace and security.

Educational Background:
A Master or Bachelor Degree in relevant fields such as Law, Gender Studies, Peace and Security, Conflict Prevention, Political Studies, Economics, or Social Sciences is required for this position. The educational background should provide a solid foundation for understanding the complexities of gender issues, human rights, and peacebuilding efforts.

Experience:
Candidates should have at least 4 years of professional experience with a Master's degree or 6 years with a Bachelor's degree in areas related to human rights, gender equality, peacebuilding, and conflict resolution. Experience in working with national security and justice institutions, as well as civil society organizations, is crucial. The consultant should also have a good understanding of the youth, gender, and development context in Timor-Leste.

Languages:
Proficiency in both oral and written English and Tetum is mandatory for this position. Knowledge of Portuguese is considered an advantage. The ability to communicate effectively in these languages is essential for collaboration and engagement with various stakeholders in the implementation of the WPS programme.

Payments will be based on the achievement of specific deliverables rather than the number of days worked.
