Job Overview:
The National Consultant - WPS coordinator" style="border-bottom: 1px dotted #007bff !important;">Technical Coordinator will play a crucial role in supporting the implementation and coordination of the Women, Peace, and Security (WPS) programme in Timor-Leste. The consultant's primary objectives include strengthening the institutional capacity of governance, justice, and security institutions in implementing the NAP 1325, promoting women's and youth's representation in local decision-making, increasing access to inclusive security and justice services, and enhancing the capacities of institutions and communities to address barriers to women's participation. The consultant will provide integrated policy advice, technical assistance, and capacity development, while also supporting advocacy efforts to promote gender equality and women's rights in line with international commitments. This position requires a deep understanding of the local context and the ability to engage with various stakeholders to advance the WPS agenda effectively.

Duties and Responsibilities:
The National Consultant will be responsible for a wide range of duties, including:
  • Contributing technically to the development of programme strategies in Women, Peace, and Security by providing substantive inputs to the design and formulation of programme/project proposals and initiatives.
  • Conducting background research, compiling data, and preparing presentations to inform programme designs.
  • Coordinating and leading the implementation of programme activities as per the Annual Work Plan and project documents, including managing calls for proposals and strengthening capacity building, monitoring, and reporting of partner organizations.
  • Providing technical assistance and capacity development to project/programme partners, including developing training materials and implementing innovative training programmes.
  • Supporting the organization of workshops and dialogues to promote knowledge exchange and share good practices among ASEAN Member States and Timor-Leste.
  • Monitoring and reporting on programme/project implementation, including preparing documentation such as project summaries, conference presentations, and donor profiles.
  • Developing advocacy materials and coordinating advocacy campaigns, events, and knowledge products to promote the WPS agenda.

Required Qualifications:
The consultant must possess a Master or Bachelor Degree or equivalent in relevant fields such as Law, Gender Studies, Peace and Security, Conflict Prevention, Political Studies, Economics, or Social Sciences. Additionally, the consultant should have a strong background in human rights, gender equality, peacebuilding, and conflict resolution, with a focus on prevention and response to Gender-Based Violence and access to justice. Extensive experience working with national security, defense, and justice institutions, as well as civil society organizations, is essential. The consultant should also have experience in organizing training workshops and dialogues related to gender equality and peace and security, as well as a good understanding of the youth, gender, and development context in Timor-Leste.

Educational Background:
A Master or Bachelor Degree or equivalent in relevant fields is required for this position. The educational background should be in areas such as Law, Gender Studies, Peace and Security, Conflict Prevention, Political Studies, Economics, or Social Sciences. This educational foundation is critical for understanding the complexities of gender equality and women's empowerment in the context of peace and security.

Experience:
The consultant should have at least 4 years of professional experience with a Master's degree or 6 years with a Bachelor's degree in relevant areas such as human rights, gender equality, peacebuilding, and conflict resolution. This experience should include extensive work with national security, defense, and justice institutions, as well as civil society organizations. The consultant should also have a proven track record in organizing training workshops and dialogues related to gender equality and peace and security, and a good understanding of the local context in Timor-Leste.

Languages:
Proficiency in oral and written English and Tetum is mandatory for this position. Knowledge of Portuguese is considered an advantage. The ability to communicate effectively in these languages is essential for engaging with various stakeholders and ensuring the successful implementation of the WPS programme.

The contract duration for this consultancy is from January 5, 2024, to December 31, 202
  • The consultant will be expected to submit monthly reports detailing their work plans, progress, and results of activities conducted. UN Women will provide working space, cover printing costs, and provide transportation for work-related travel. The consultant will receive a Daily Subsistence Allowance for travel outside of Dili or Timor-Leste, and all documents submitted must be in English or include an English summary if in Tetum. Performance will be evaluated based on criteria such as timeliness, responsibility, initiative, communication, accuracy, and quality of deliverables.
