Job Overview:
The Programme and Policy Officer (M&E) position is crucial for supporting the development and implementation of Monitoring, Review, and Evaluation (M&E) Plans that align with WFP's corporate standards. The officer will be responsible for generating quality evidence regarding the lives of beneficiaries, which will inform policy, strategy, and design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation. This role involves coordinating monitoring activities, managing decentralized evaluations, and supporting thematic and mid-term reviews. The M&E Officer will also work to position WFP as a reliable partner for governments in building effective monitoring and evaluation strategies. The position requires a proactive approach to evidence-based decision-making, ensuring that monitoring and evaluation findings are accessible and actionable. The officer will contribute to the capacity building of WFP staff and partners through training and information sharing, ensuring that gender and protection perspectives are integrated into all areas of work. This role is essential for maintaining compliance with corporate standards and for the overall success of WFP's programs.

Duties and Responsibilities:
The duties and responsibilities of the Programme and Policy Officer (M&E) include:
  • Providing inputs to the development of Monitoring, Review, and Evaluation plans that yield relevant and strategic information to achieve expected results as outlined in the Country Strategic Plan (CSP) and other global and regional plans.
  • Supporting the budgeting for M&E costs and advocating for appropriate financial and human resources through the line manager.
  • Facilitating evidence-based decision-making on program design and implementation by making monitoring, review, and evaluation findings accessible and developing innovative, user-friendly products.
  • Assisting WFP Management in addressing recommendations from monitoring, reviews, and evaluations to ensure necessary follow-up actions are taken.
  • Contributing to building M&E capacity among WFP staff and partners through training and information sharing.
  • Managing junior staff members and guiding them to enable high performance.
  • Streamlining data collection processes to ensure accurate and timely entry into corporate software, including managing data editing, validation, and viewing procedures.
  • Leading data analysis for process monitoring across all projects and developing a recommendation response plan for field monitors.
  • Supporting data analysis for post-distribution monitoring and assisting in the writing of end-of-project reports. 1
  • Collaborating with the Head of RAM and program colleagues to ensure compliance with corporate standards, including minimum monitoring requirements and the establishment of baselines and targets. 1
  • Drafting regular monitoring reports on the status of results and implementation progress and contributing to data analysis. 1
  • Performing other duties as required.

Required Qualifications:
The required qualifications for the Programme and Policy Officer (M&E) position include:
  • An advanced university degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or related fields. Alternatively, a first university degree with two years of relevant work experience and/or training/courses.
  • A minimum of one year of relevant professional work experience, particularly in monitoring and evaluation activities.
  • Proficiency in using a variety of quantitative and qualitative analytical tools and methods.
  • Experience conducting security" style="border-bottom: 1px dotted #007bff !important;">security" style="border-bottom: 1px dotted #007bff !important;">food security and nutrition assessments, analyzing data, and drafting recommendations for programs.
  • Strong communication skills, with experience in communication within a UN organization or NGO considered an asset.
  • Excellent oral and written communication skills, with the ability to articulate insights clearly to stakeholders.

Educational Background:
Candidates must possess an advanced university degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or other related fields. Alternatively, a first university degree combined with two years of relevant work experience and/or training or courses in related areas is acceptable. This educational background is essential for understanding the complexities of monitoring and evaluation processes and for effectively contributing to WFP's mission.

Experience:
The position requires a minimum of one year of relevant professional work experience, particularly in monitoring and evaluation activities. Candidates should have experience using various quantitative and qualitative analytical tools and methods, as well as experience conducting food security and nutrition assessments. This experience is crucial for the successful execution of the duties associated with the role, as it ensures that the officer can effectively analyze data and provide actionable insights for program improvement.

Languages:
Fluency in English (level C) and Tetum is mandatory for this position. Knowledge of Portuguese is considered a plus, as it may enhance communication with stakeholders and partners in the region.
