Job Overview:
The Budget and Programming Officer position is crucial for supporting the delivery of budget and resource analysis and programming activities within the WFP country office. This role involves close collaboration with senior management and various stakeholders to ensure the efficient and compliant utilization of funds. The officer will be responsible for liaising with headquarters and the regional office regarding reporting requests and budget management matters. The position requires a proactive approach to budget planning and management, ensuring that all activities align with WFP's policies and procedures. The officer will also play a key role in monitoring the corporate systems to ensure accuracy in budget documentation and compliance with internal guidelines. Duties and Responsibilities:
The Budget and Programming Officer will have a wide range of responsibilities, including but not limited to:
  • Contributing to the development and implementation of policies and procedures for budget and programming activities, ensuring compliance with WFP strategies.
  • Assisting in the compilation, preparation, and revision of various budget plans in accordance with established procedures.
  • Monitoring WFP’s corporate systems to ensure that all budget-supporting documents are accurate and well-developed, facilitating accurate recording into internal systems.
  • Participating in Country Strategic Plan closure activities and collaborating with spending units to address open commitments promptly.
  • Collating commodity pipeline requirements and preparing monthly pipeline reports to support resource monitoring across all transfer modalities.
  • Checking the accuracy of fund programming and utilization based on operational priorities and donor conditions, proposing corrective actions as necessary.
  • Supporting the management of Global Commodity Management Facility supply lines and participating in knowledge transfer activities.
  • Enhancing the capacity of junior staff in budgeting and funds management through training and mentorship.
  • Collecting inputs and drafting reports for informed decision-making by senior management. 1
  • Contributing to the development of systems and processes for better monitoring and reporting on WFP budgets and resources. 1
  • Participating in internal meetings and committees to provide budget and resource programming insights. 1
  • Following emergency preparedness practices and contributing to financial risk management. 1
  • Performing other relevant duties as required by the supervisor.

Required Qualifications:
Candidates for the Budget and Programming Officer position should possess a strong understanding of budget management and programming principles. They should have excellent analytical skills, attention to detail, and the ability to work collaboratively with diverse teams. Proficiency in financial management software and corporate systems is essential. Candidates should demonstrate a track record of successfully managing budgets and resources in a complex environment, as well as experience in collaborating with various stakeholders to achieve organizational goals.

Languages:
Fluency in English is mandatory for this position, as it is the working language of WFP. Knowledge of Portuguese or Tetum would be considered an asset, as it would facilitate communication within the local context and enhance collaboration with local stakeholders.

Additional Notes:
This position is a fixed-term contract for a duration of 12 months, with the possibility of extension based on organizational needs and performance. The role is based in Dili, Timor-Leste, and is classified at the NO-A level.
