Job Overview: The position involves working as an individual contractor to develop specifications for the information system of the Banco do Tesouro (Treasury Bank) in Cape Verde. This role is crucial in the context of the ongoing banking process initiated in 2012, which aims to enhance the functionality and efficiency of the Treasury's operations. The contractor will be responsible for delivering a comprehensive document that outlines the specifications for the Banco do Tesouro system, ensuring it meets the needs of the public administration and aligns with the broader objectives of the Ministry of Finance. The contractor will also monitor and certify the developed modules, contributing to the overall improvement of the banking system's operations and services.
Duties and Responsibilities: The contractor will be tasked with several key responsibilities, including:
Developing a detailed specification document for the Banco do Tesouro system, covering all aspects of the system as defined in the System Design and Architecture Document.
Ensuring that the specifications align with the policies and strategies of the Unit of Technologies, Innovation, and Communication (UTIC).
Addressing challenges such as the separation of operations between the State Treasury and the Banco do Tesouro, and developing additional functionalities that cater to the banking sector's needs.
Collaborating with various stakeholders, including the General Directorate of Treasury, the National Directorate of Budget and Public Accounting, and the General Inspectorate of Finance, to ensure the system meets their requirements.
Implementing a new model that supports future developments and enhances the efficiency and productivity of the Banco do Tesouro's operations.
Contributing to the establishment of a robust, functional, and user-friendly system that facilitates decision-making, reduces operational risks, and increases transparency.
Required Qualifications: Candidates must possess a strong background in information technology and system development, with specific qualifications including:

Experience working with government agencies or international organizations is highly desirable. Languages: Fluency in Portuguese is mandatory, as it is the official language of Cape Verde and the primary language of communication for this project.
