Job Overview: The WASH Officer plays a crucial role in providing technical, operational, and administrative assistance throughout the WASH programming process. Reporting to the WASH Specialist, the Officer is responsible for preparing, managing, and implementing various technical and administrative tasks related to the development, implementation, monitoring, and evaluation of WASH output results within the country programme. This position is vital for ensuring effective WASH services are delivered, especially in emergency contexts, and requires a proactive approach to program development, management, and partnership building. The Officer will also engage in humanitarian WASH preparedness and response, ensuring that UNICEF's interventions are timely and effective in addressing the needs of vulnerable populations.
Duties and Responsibilities:
Develop and plan WASH programmes that align with UNICEF's strategic objectives and local needs.
Manage and monitor the implementation of WASH programmes, ensuring delivery of results and adherence to timelines.
Prepare for and respond to humanitarian WASH needs during emergencies, coordinating with relevant stakeholders.
Build and maintain partnerships with government agencies, NGOs, and community organizations to enhance WASH service delivery.
Innovate and manage knowledge related to WASH practices, ensuring that lessons learned are documented and shared.
Contribute to the capacity building of staff and partners in WASH programming and implementation.
Required Qualifications: Candidates must possess a university degree (Bachelor's) in public health, social sciences, behavior change communication, sanitary engineering, or a related technical field. Additionally, candidates should have a strong understanding of WASH principles and practices, particularly in emergency contexts. Technical skills in managing WASH construction projects and budgets are essential, along with the ability to monitor and report on programme outcomes effectively. Experience in managing partnerships and working collaboratively with diverse stakeholders is also required.
Educational Background: A Bachelor's degree in a relevant field such as public health, social sciences, behavior change communication, sanitary engineering, or another technical discipline is mandatory. Additional post-graduate courses that complement the main degree are considered a strong asset, enhancing the candidate's qualifications for the role.
Experience: A minimum of 2 years of relevant work experience in WASH-related programmes, particularly in emergency response contexts, is required. Candidates should demonstrate experience in managing projects and budgets, as well as a strong capacity for monitoring and reporting on programme results. Relevant experience at the country level, especially in fragile settings and humanitarian contexts, is highly desirable.
Languages: Fluency in English is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, Russian, or Spanish) or a local language is considered an asset, enhancing communication and collaboration in diverse environments.
