Job Overview:
The Monitoring and Evaluation (M&E) Team Lead position at WFP is crucial for ensuring that the organization meets its commitment to achieving zero hunger and providing effective assistance to food-insecure populations. The M&E Team Lead will oversee the M&E team at the country office and coordinate closely with field locations, providing technical supervision, coaching, and performance management. This role involves preparing and supervising monitoring exercises, collaborating with partners, government entities, and UN organizations to ensure that WFP's programs are effectively monitored and evaluated. The position requires frequent field missions to support the implementation of monitoring activities and to enhance the capacity of staff in the field. The M&E Team Lead will play a vital role in developing strategic monitoring and evaluation plans that align with WFP's Country Strategic Plan (CSP) and global objectives, ensuring compliance with WFP's evaluation and monitoring requirements.

Duties and Responsibilities:
  • Lead the development of Monitoring, Review, and Evaluation plans that provide relevant and strategic information toward achieving expected results as outlined in the Country Strategic Plan (CSP) and other global and regional plans, ensuring compliance with WFP evaluation and monitoring requirements.
  • Budget for M&E costs and advocate for appropriate financial and human resources.
  • Provide inputs to the formulation of Regional Monitoring and Evaluation Strategies and support their operationalization.
  • Contribute to evidence-based decision-making on design" style="border-bottom: 1px dotted #007bff !important;">program design and implementation by making monitoring, review, and evaluation findings accessible and developing innovative, user-friendly products.
  • Support WFP Management in addressing recommendations from monitoring, reviews, and evaluations to ensure follow-up actions are taken as required in medium complex portfolios.
  • Build M&E capacity of WFP staff and partners through training and information sharing, managing junior staff members to enable high performance.
  • Contribute to the development and implementation of national government and inter-agency monitoring, reporting, and evaluation frameworks, including the United Nations Development Assistance Framework (UNDAF) aligned with nationally owned sustainable development goals.
  • Integrate protection and gender perspectives in all areas of work to ensure equal participation of women and men.
  • Facilitate the development of a Theory of Change during the CSP design stage, outlining expected results and key assumptions. 1
  • Ensure CO monitoring systems and tools are compliant with corporate standards, including minimum monitoring requirements (MMR) and establishment of baselines and targets. 1
  • Coordinate Third-Party Monitoring and produce regular monitoring reports, including data analysis on results and implementation progress. 1
  • Facilitate/contribute to mid-term and thematic reviews for internal learning and strategic decision-making. 1
  • Manage decentralized evaluations to high professional standards in line with WFP Evaluation Policy and Decentralized Evaluation Quality Assurance System (DEQAS). 1
  • Contribute to centralized evaluations managed by the Office of Evaluation, joint UNDAF evaluations, and donor-led evaluations in the country. 1
  • Provide technical leadership and oversight to the M&E team in implementing and coordinating process monitoring activities, ensuring quality assurance of risk-based monitoring tools across Field Offices. 1
  • Undertake regular visits to Field Offices, providing supervision and guidance to M&E staff to ensure consistent implementation of M&E guidelines. 1
  • Lead the centralization and consolidation of M&E documentation, ensuring accessibility and leveraging for learning and evidence-based decision-making across units and senior management. 1
  • Perform other duties as required.

Required Qualifications:
Education: Advanced University degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or related fields; or a First University degree with additional years of relevant work experience and/or training/courses. Experience: Minimum of five years of relevant professional work experience, including monitoring and evaluation activities. Experience using a variety of quantitative and qualitative analytical tools and methods. Knowledge & Skills: Strong knowledge of results-based management principles and practices; proven knowledge, abilities, and skills in Monitoring and Evaluation; in-depth knowledge of monitoring and evaluation methods, metrics, statistical applications, and reporting systems. Proficiency in statistical packages (SPSS, Stata, SAS, Excel) and knowledge of Tableau is preferred.

Educational Background:
Candidates must possess an advanced university degree in social sciences, statistics, development economics, performance management, monitoring and evaluation, or other related fields. Alternatively, a first university degree combined with additional years of relevant work experience and/or training/courses will be considered acceptable.

Experience:
The position requires a minimum of five years of relevant professional work experience, specifically in monitoring and evaluation activities. Candidates should have experience using a variety of quantitative and qualitative analytical tools and methods, demonstrating a strong understanding of results-based management principles and practices.

Languages:
Fluency (level C) in English and French is mandatory. Knowledge of Arabic or Chadian Arabic is considered a plus, enhancing the candidate's ability to communicate effectively in the region.
