Job Overview: The Human Resources Manager will play a crucial role in supporting the organization's mission by managing human resources functions and ensuring that the HR strategy aligns with the overall organizational strategy. This position requires a strategic mindset to develop and implement HR plans that support the needs of the organization while fostering a positive work environment. The HR Manager will be responsible for coaching and supporting national HR teams, even from a distance, and will work closely with multicultural teams to enhance their performance and engagement. The role also involves ensuring compliance with local labor laws and organizational policies, as well as promoting a culture of integrity, ethics, and collaboration within the organization.
Duties and Responsibilities:
Develop and implement HR strategies that align with the organization's goals and objectives.
Provide leadership and guidance to national HR teams, ensuring effective management and support.
Oversee recruitment processes, ensuring the selection of qualified candidates who align with the organization's values.
Manage employee relations, addressing any issues or concerns that arise in a timely and effective manner.
Ensure compliance with local labor laws and organizational policies, providing guidance on HR-related matters.
Develop and implement training and development programs to enhance employee skills and capabilities.
Monitor and evaluate HR metrics to assess the effectiveness of HR initiatives and make data-driven decisions.
Foster a positive organizational culture that promotes inclusion, diversity, and employee engagement.
Collaborate with other departments to ensure HR practices support overall organizational objectives. 1
Provide support and guidance on performance management processes, ensuring fair and constructive feedback is given to employees.
Required Qualifications:
Master's degree in Human Resources, Social Law, or equivalent.
At least 5 years of experience in human resource management and team leadership, preferably in humanitarian NGOs and international contexts.
Proven ability to coach and support national HR teams, including remote management.
Strong leadership skills and experience working with multicultural teams.
Strategic mindset with the ability to translate HR plans into actionable initiatives.
In-depth knowledge of administrative frameworks, HR policies, and local labor laws.
Excellent interpersonal and advisory skills, with the ability to build relationships at all levels of the organization.
Educational Background: A Master's degree in Human Resources, Social Law, or a related field is required for this position. This educational background provides the necessary theoretical knowledge and practical skills to effectively manage human resources in a complex and dynamic environment, particularly within the humanitarian sector.
Experience: Candidates must have a minimum of 5 years of experience in human resource management and team leadership. Experience in humanitarian organizations and international contexts is highly desirable, as it equips candidates with the understanding of the unique challenges and dynamics present in such environments. The ability to manage and support teams effectively, particularly in diverse and multicultural settings, is essential for success in this role.
Languages: Fluency in French, both spoken and written, is mandatory for this position. Proficiency in additional languages, particularly English or Arabic, would be considered an asset, as it would enhance communication and collaboration within the organization and with external partners.
Additional Notes: The position is a 3-month international contract starting ideally on January 15, 2025, with the possibility of renewal subject to funding. The contract includes a comprehensive social coverage package tailored to individual needs, including unemployment insurance for EU nationals, retirement insurance, and health coverage. The salary starts at €2,757 gross per month, depending on professional experience, along with a net per diem of €817 per month, hardship allowance of €250 net per month, and 25 days of paid leave per year. Additionally, there is a rest and recuperation (R&R) policy of 5 days every 3 months. The position is unaccompanied, and shared accommodation will be provided by HI.
