Job Posting Organization: The United Nations Development System was restructured on January 1, 2019, under the leadership of the UN Secretary-General to enhance its effectiveness in achieving the 2030 Agenda and the Sustainable Development Goals (SDGs). The UN Resident Coordinator Offices (UN RCO) play a crucial role in this reform, supporting countries in their development priorities and the attainment of the SDGs. The UN RCO in Chad operates under the guidance of an empowered and independent UN Resident Coordinator, who is the highest-ranking official of the UN Development System in the country.
Job Overview: The UN-IFI Liaison Officer position is integral to the UN Resident Coordination Office in Chad, focusing on strategic and programmatic alignment between the UN and International Financial Institutions (IFIs). The officer will provide support to ensure coherent efforts in prevention, resilience, and institution-building in Chad. This role involves advising the Resident Coordinator and UN Country Team (UNCT) on partnership opportunities with IFIs, facilitating coordination among UN entities, and promoting collaboration on cross-cutting issues such as youth inclusion and gender equality. The officer will also be responsible for knowledge management and capacity development activities to enhance the UN-IFI partnership in Chad, producing analytical reports and updates to inform policy dialogue and strategic decision-making.
Duties and Responsibilities: The UN-IFI Liaison Officer will have several key responsibilities:
Provide substantive support for UN-IFI strategic and programmatic alignment, advising the Resident Coordinator and UNCT on partnership opportunities with IFIs.
Conduct liaison and coordination with UN entities to promote coherence between UN and IFI strategic frameworks.
Support operational partnerships, including risk management and effective delivery of programs.
Develop internal coordination arrangements for information sharing and oversight among UN and IFIs.
Promote collaboration on issues such as youth inclusion, gender equality, and climate change.
Conduct knowledge management activities, producing analytical reports and updates to support coordination and inform policy dialogue.
Share findings nationally and globally to strengthen strategic decision-making and enhance the UN-IFI partnership.
Required Qualifications: Candidates must possess an advanced university degree (Master's or equivalent) in social sciences, political science, public administration, business administration, economics, international relations, or a related field. Alternatively, a first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. Additionally, candidates should demonstrate a strong understanding of sustainable development, peacebuilding, and resilience concepts, as well as the ability to conduct independent research and analysis related to these areas.
Educational Background: An advanced university degree (Master's degree or equivalent) in relevant fields such as social sciences, political science, public administration, business administration, economics, or international relations is required. A first-level university degree may be accepted with additional qualifying experience.
Experience: A minimum of seven years of experience in development, humanitarian, and/or peacebuilding is required. Candidates should have experience in developing partnerships with World Bank and/or Multilateral Development Banks (MDBs) and field experience in conflict-affected or post-conflict settings. Experience in the Sahel region and with analysis at the intersection of peacebuilding, development, and humanitarian settings is desirable.
Languages: English and French are the working languages of the United Nations Secretariat. For this position, proficiency in both languages is required, with a minimum level of II in reading, writing, listening, and speaking for each language according to the UN Language Framework.
