Job Overview:
The position of Berater*in Infrastruktur und Energie involves providing technical support and assistance in the field of municipal energy and water supply, as well as general civil engineering. The role is crucial for the planning, execution, and management of various construction projects commissioned by German federal ministries and other donors. The successful candidate will be involved in projects aimed at electrifying secondary cities in southern Chad and constructing a new complex for the German embassy in N'Djamena. This position requires a blend of technical expertise and project management skills, as well as the ability to work collaboratively with local authorities and stakeholders to ensure efficient and environmentally friendly infrastructure solutions.

Duties and Responsibilities:
The duties of the Berater*in include providing professional support to project managers in the areas of municipal energy and water supply, as well as general civil engineering. Responsibilities encompass reviewing planning services, tender documents, and cost estimates. The role also involves assisting the local and central contracting departments in the procurement and commissioning of national and international experts and construction companies. The consultant will advise on the design, implementation, and commissioning of infrastructure measures for efficient and environmentally sound electricity and water supply, closely coordinating with professionals and management from involved parties, including national and regional authorities, regulatory bodies, and municipal administrations in intervention communities. Additionally, the consultant will provide advisory services to professionals and operators regarding the systemic operational management of energy and water supply facilities, support reporting and documentation creation, and contribute to capacity development initiatives.

Required Qualifications:
Candidates must possess a completed university degree, preferably in engineering (energy/water/civil engineering) or a comparable qualification in a relevant discipline, such as alternative energy, water supply, or environmental management. Initial professional knowledge in the development and implementation of energy efficiency projects for municipal electricity and water supply is expected, ideally within an international context or in partner countries of development cooperation. Experience with EU funding and consulting services related to digitalization is advantageous. Candidates should demonstrate strong social and intercultural competencies, high commitment, teamwork spirit, reliability, diplomatic skills, and gender sensitivity. Proficiency in German and French is mandatory, while good English skills are desirable.

Educational Background:
A completed higher education degree in a relevant field such as engineering, environmental management, or a related discipline is required. This educational background is essential for understanding the technical aspects of the projects and for effective collaboration with various stakeholders involved in infrastructure development.

Experience:
Candidates should have several years of international work experience, particularly in contexts related to energy and water supply projects. Experience in fragile contexts and with EU funding mechanisms will be considered an asset. The role demands a high level of engagement and the ability to navigate complex project environments.

Languages:
Fluency in German and French is required for this position, as these languages are essential for communication with local authorities and stakeholders.
