Job Overview: The National Monitoring, Evaluation and Reporting Officer will play a crucial role in the implementation of the Migrant Protection, Return and Reintegration in Sub-Saharan Africa (MPRR-SSA) Programme in Chad. This position requires a strong focus on monitoring, evaluation, and reporting activities to ensure that the programme's objectives are met effectively. The officer will work under the supervision of the Head of Mission and the Programs Coordinator, collaborating closely with the Regional MEAL Coordination Unit. The primary responsibilities include developing and implementing a standardized Monitoring and Evaluation system, ensuring accurate data collection and analysis, and facilitating the dissemination of findings to stakeholders. The officer will also be involved in capacity building for staff and partners, ensuring that all M&E activities align with internal guidelines and donor requirements.
Duties and Responsibilities: The duties and responsibilities of the National Monitoring, Evaluation and Reporting Officer include:
Contributing to the development and implementation of the MPRR-SSA standardized Monitoring and Evaluation system, including workplans, tools, and quality assurance mechanisms.
Coordinating and monitoring data collection processes, ensuring accuracy and reliability in data cleaning, validation, storage, and analysis.
Performing data analysis for programme monitoring and ensuring that performance indicators are measured correctly.
Reviewing MEAL plans and monitoring progress, producing regular reports on MEAL activities.
Designing and coordinating programme reporting processes, ensuring timely submission of data and narratives.
Conducting data verification exercises and ensuring internal consistency in datasets.
Organizing capacity-building sessions for staff and developing training materials on M&E aspects.
Supporting qualitative and quantitative data collection activities and troubleshooting issues with data collection tools.
Conducting monitoring visits and drafting reports for each mission. 1
Supporting the planning and delivery of MEAL events and participatory monitoring activities. 1
Supervising MEAL-related consultancy assignments and reviewing deliverables. 1
Leading the drafting of concept notes, MEAL plans, strategies, and reports. 1
Ensuring coordination with the Regional Office in Dakar for M&E activities and institutional strengthening.
Required Qualifications: The position requires a Master's degree in social sciences, migration studies, econometrics, statistics, or a related field from an accredited institution. A doctoral-level degree or completion of doctoral courses is considered an advantage. Candidates must have at least five years of relevant professional experience, particularly in monitoring and evaluation, data collection, and analysis. Proficiency in MsExcel is essential, along with knowledge of ODK platforms, specifically KoBo. Familiarity with statistical software for data analysis, data visualization tools such as PowerBi or Tableau, and relational databases like SQL is also advantageous. A proven track record of participation in applied research initiatives and authorship of reports is required, with publication in peer-reviewed journals being a plus.
Educational Background: Candidates must possess a Master's degree in a relevant field such as social sciences, migration studies, econometrics, or statistics from an accredited academic institution. A doctoral-level degree or attendance in doctoral courses is advantageous, indicating a higher level of expertise and research capability in the field.
Experience: The ideal candidate should have a minimum of five years of relevant professional experience in monitoring and evaluation, particularly within the context of migration or humanitarian assistance. Experience with survey design, data collection, and analysis is crucial, as well as a strong command of data management tools and methodologies. Previous involvement in applied research initiatives and familiarity with the challenges of migration in Sub-Saharan Africa will be beneficial.
Languages: Fluency in English is mandatory, and proficiency in French is highly desirable, given the operational context in Chad and the surrounding region. Knowledge of additional languages relevant to the region may also be considered an asset, enhancing communication with diverse stakeholders.
Additional Notes: This position is based in N'Djamena, Chad, and may involve travel within the country for monitoring and evaluation activities. The role is full-time and may require flexibility in working hours to accommodate the needs of the programme.
