Job Overview:
As a Supply Supervisor, you will ensure the efficient management of purchases, supplies, and general services for the N'Djamena base. You will guarantee the implementation of Handicap International's logistics standards and actively contribute to the professionalization of the logistics sector within the organization. You will serve as the point of contact for the Country Logistics Manager, informing them of any issues while proposing appropriate solutions within your area of responsibility. Your main missions will include strategic contribution and management of the action plan, application of standards, operational implementation of logistics, and preparation for emergency responses.

Duties and Responsibilities:
  • Strategic Contribution and Action Plan Management: Participate in defining and implementing the logistics (purchases & supplies) part of the Operational Strategy (StratOp) for the mission. Contribute to the development and updating of the risk map covering your areas of activity and implement mitigation measures. Write incident reports related to your scope. Monitor supply plan deadlines and issue necessary reminders. Adjust the supply plan after each project review. Analyze country budget follow-ups and assist supply officers in addressing project and structure purchase delays to improve efficient budget consumption. Reassess and adjust resources and their distribution according to needs.
  • Application of Standards, Expertise, and Accountability: Ensure the application and respect of HI standards (policies, procedures, tools) in the areas of purchases and supplies. Supervise internal logistics control and ensure compliance with internal rules and donor requirements. Participate in contextualizing standards to local specifics. Contribute to the development of logistics expertise and capacity building within the team and the sector.
  • Operational Implementation of Logistics: Contribute to analyzing the logistics context and planning the material and human resources necessary for the successful execution of projects. Develop supply and purchase calendars. Participate in identifying equipment needs with the General Services Supervisor. Supervise purchasing and supply operations, ensuring their compliance, efficiency, and traceability. Adjust supply and maintenance plans according to project developments. Update logistics monitoring and supply tracking tables. Report any alerts and observed dysfunctions to the Country Logistics Manager and the Deputy Logistics Manager - Supply.
  • Community of Practice Coordination: Participate in the animation and coordination of the logistics community of practice within the mission: disseminate and utilize standards, contribute to standard revisions, etc. Capitalize and disseminate good logistics practices within HI.
  • Emergency Preparation and Response: Establish a supplier database based in N'Djamena. Develop framework contracts in various categories of recurring markets identified by the Deputy Logistics Manager - Supply. Identify additional accommodation and storage capacities based in N'Djamena. Train teams in stock management. In case of crisis, reorganize priorities and mobilize resources to ensure a rapid and effective HI response. Participate in planning the continuity of logistics activities in emergency contexts.

Required Qualifications:
You must have at least 2 to 3 years of experience as a buyer/supplier at the national level and in capacity building. Experience with the ERP LINK is required. You should be autonomous in managing humanitarian purchases and have a thorough understanding of procedures. You must be capable of managing stocks and contracts. Excellent writing skills for reports are essential. You should be able to analyze and propose mitigation measures or an operational purchasing and supply strategy for the N'Djamena base. Proficiency in IT tools and the Office suite (Word, Excel, PowerPoint, Outlook, and Internet) is necessary, along with a good knowledge of using PowerBi.

Educational Background:
While the specific educational background is not explicitly mentioned, it is generally expected that candidates possess a relevant degree in logistics, supply chain management, or a related field that supports the responsibilities of the position.

Experience:

Additional Notes:
The position is an international contract for 6 months, ideally starting in mid-January 2026, based in N'Djamena. The international contract provides social coverage tailored to individual needs, including unemployment insurance for EU nationals, retirement insurance, health coverage, repatriation, and other benefits covered by HI and the employee. The salary starts at €2340 gross per month, depending on professional experience. Additional benefits include a net per diem of €817 per month, hardship pay of €250 net per month, 25 days of paid leave per year, and rest and recuperation (R&R) days based on mission level (5 days every 3 months). The position is unaccompanied, and collective accommodation is provided by HI. If you are a resident in the country, a local package will be offered.
