Job Posting Organization:
The Austria Multi-Country Office (AUMCO) is part of the UNOPS Europe and Central Asia Region (ECR). Established to enable the achievement of Agenda 2030 and the Paris Agreement, AUMCO focuses on global programmes and tailored interventions in the Balkans, South Caucasus, and Central Asia. The office emphasizes areas such as Infrastructure, Procurement, Project Management, HR and Transactional Services, Grants Management, and Technical and Advisory Services. The UNOPS Uzbekistan Office, which operates under AUMCO, was established in Tashkent in October 2022 and supports the Government of Uzbekistan’s development efforts through effective project management, infrastructure, and procurement services. Currently, the office is engaged in three projects contributing to Sustainable Development Goal 3 (Good Health and Wellbeing) and is actively working to diversify its portfolio in alignment with the country's development priorities, including education.

Job Overview:
The Senior Project Manager (Infrastructure) is tasked with overseeing the day-to-day operations of projects, ensuring that outputs are delivered within specified tolerances of time, cost, quality, scope, risk, and benefits. This role involves creating and managing the Implementation Plan, understanding the terms and conditions of partnerships, and ensuring that project outputs align with business cases for both UNOPS and its partners. The position requires frequent travel to project sites, particularly in the Kashkadarya region, to ensure effective project and stakeholder management. The Senior Project Manager is expected to meet and exceed organizational performance and delivery goals, contributing to the overall success of the projects under their management.

Duties and Responsibilities:
  • Project Delivery and Performance: Develop and update implementation plans, manage project outputs, ensure quality compliance, and lead contract management duties.
  • Procedures: Comply with organizational policies, manage reporting obligations, and maintain project files.
  • Monitoring and Reporting: Prepare regular project and financial reports, review project status, and maintain progress documentation.
  • Stakeholder Engagement: Develop stakeholder profiles, establish relationships with key stakeholders, and coordinate project communications.
  • Quality Assurance: Ensure compliance with audit requirements and coordinate quality reviews.
  • Knowledge Management and Innovation: Encourage capacity-building activities and share lessons learned.
  • Personnel Management: Lead and motivate the project management team, conduct performance reviews, and ensure safety and security" style="border-bottom: 1px dotted #007bff !important;">security for all personnel.

Required Qualifications:
Candidates must possess a minimum of seven years of experience in project management or delivery in public or private sectors, with expertise in managing complex infrastructure projects. Experience in health systems strengthening through construction and procurement in middle-income countries is highly desired. Familiarity with stakeholder management, particularly with government officials and donors, is an asset. Experience in UN organizations or similar international contexts, especially with FIDIC-based contracts, is required. Experience in Central Asia is also beneficial.

Educational Background:
An advanced university degree (Master's) in Architecture, Engineering, Construction Management, or related fields is required. Alternatively, a first-level university degree (Bachelor's) in these subjects combined with two additional years of relevant experience may be accepted in lieu of an advanced degree.

Experience:
A minimum of seven years of relevant experience in project management or delivery is required. Candidates should have expertise in managing projects with complex infrastructure and construction elements, particularly in health systems strengthening. Experience with stakeholder management and working in a UN organization or similar international organization is considered a strong asset.

Languages:
Proficiency in English is mandatory. Working knowledge of Russian and/or Uzbek is considered an asset.

Additional Notes:
The contract type is ICA, with a level of I-ICA-3 (CIS11). The contract duration is open-ended, subject to organizational requirements, availability of funds, and satisfactory performance.
