Job Overview:
The Planning, M&E Analyst plays a crucial role in the effective planning, monitoring, reporting, communication, and evaluation of the UNFPA country programme and projects in Uzbekistan. This position requires the Analyst to facilitate and contribute to defining results, including the development of theories of change, and to provide substantive inputs for monitoring and tracking results against defined targets. The Analyst will also be responsible for ensuring that all monitoring and evaluation activities align with the UNFPA Uzbekistan Country Programme Document and contribute to achieving the outlined results. The role involves coordinating the development and implementation of a costed valuation plan and acting as an evaluation manager to ensure that evaluation processes and products meet UNFPA Evaluation Quality Standards. The Analyst will work under the direct guidance of the UNFPA Representative in Uzbekistan and will report on results-based management and evaluation matters to the Planning, Monitoring and Evaluation Adviser of the UNFPA Regional Office for Eastern Europe and Central Asia.

Duties and Responsibilities:
The duties and responsibilities of the Planning, M&E Analyst include: A. Results Planning: Facilitate and substantively contribute to defining results; provide technical inputs for the development of theories of change; support the development of quality M&E frameworks; ensure alignment of M&E activities with the UNFPA Uzbekistan Country Programme Document; provide inputs for the formulation of the United Nations Sustainable Development Cooperation Framework; support the development of annual and multi-year results plans; facilitate the development of field monitoring plans; promote the use of evaluation results for evidence-based planning and programming. B. Monitoring: Provide substantive inputs to monitor and track results against targets; conduct annual reviews and midterm reviews of projects; support field monitoring and coordinate with programme teams; monitor donor fund spending; support data collection and analysis; participate in joint monitoring mechanisms; implement adaptive monitoring practices. C. Results Reporting and Communication: Facilitate reporting of results to internal and external audiences; collect and analyze data; develop quality results reports; ensure timely and quality donor and programme reports; support the production of external reports. D. Evaluation: Provide technical support for the implementation of the UNFPA Evaluation Policy; coordinate the development and implementation of costed valuation plans; manage evaluation processes; promote the use of evaluation findings in decision-making; support capacity development on M&E. E. Knowledge Management: Contribute to knowledge management and maintaining a culture of results; provide technical support for results-based management; develop resources and guidance for staff and partners; promote the use of results for adaptive management.

Required Qualifications:
The required qualifications for the Planning, M&E Analyst position include: a Master's degree (or equivalent) in statistics, economics, population studies, demography, or any related social science discipline. Candidates should have at least 2 years of relevant national/international work experience in programme design and monitoring. Strong knowledge of monitoring and evaluation, data collection and analysis, and results-based management is essential. Experience in the United Nations or other multilateral organizations is highly desirable, along with good analytical and report writing skills, and strong planning and organizational abilities.

Educational Background:
Candidates must possess a Master's degree (or equivalent) in a relevant field such as statistics, economics, population studies, demography, or any other related social science discipline. This educational background is crucial for understanding the complexities of monitoring and evaluation processes and for contributing effectively to the planning and implementation of UNFPA's programmes.

Experience:
The position requires at least 2 years of relevant national or international work experience in programme design and monitoring. Candidates should have a strong understanding of monitoring and evaluation processes, as well as experience in data collection and analysis. Familiarity with results-based management and evaluation practices is essential, and experience working within the United Nations system or other multilateral organizations is highly desirable.

Languages:
Fluency in English, Uzbek, and Russian is required for this position. Proficiency in these languages is essential for effective communication and collaboration with diverse stakeholders, including government officials, partners, and community members. Additional language skills may be considered an asset but are not mandatory.
