Job Overview: The National Project Officer (NP1) will play a crucial role in the Economic and Environmental Dimension (EED) of the OSCE Project Co-ordinator in Uzbekistan. This position is designed to contribute to the successful implementation of an extra-budgetary project aimed at enhancing the participation of women and youth in a climate-resilient green economy in Central Asia. The NP1 will be responsible for coordinating project activities, engaging with relevant stakeholders, and ensuring that project objectives are met. The role requires a proactive approach to problem-solving and the ability to work independently while keeping the EED Senior Project Officer informed of developments. The NP1 will also be involved in establishing a Green Digital Platform to improve access to environmental information and opportunities in the green sector.
Duties and Responsibilities: The National Project Officer (NP1) will have a comprehensive set of responsibilities, including:
Implementing and coordinating the extra-budgetary project and its activities related to economic and environmental issues, ensuring effective delivery of project objectives.
Establishing and maintaining contacts with relevant government officials, institutions, donors, and OSCE structures to facilitate project implementation.
Identifying problems during project execution and proposing specific actions to expedite the delivery of inputs, including drafting comments on project progress and inputs for monitoring.
Preparing correspondence and organizing official visits, conferences, workshops, and meetings to promote project activities.
Drafting concept notes and terms of reference for project consultants and requests for proposals to ensure the project is adequately supported.
Overseeing technical support for the Green Digital Platform in collaboration with government and international partners, IT experts, and the Senior Project Officer.
Required Qualifications: Candidates must possess a first-level university degree in environmental studies, economics, development, international relations, or related fields. Additionally, they should have at least 2 years of relevant professional experience in project management, particularly in areas related to environmental issues. Strong project management skills, including procurement or contracts administration, are essential, preferably gained in an international organization or mission environment. Experience in supervising joint international and national projects, as well as consulting with government representatives, is also required. The candidate should demonstrate strong analytical and critical thinking skills, with the ability to independently assess situations and propose practical solutions. Proficiency in Microsoft applications and experience with digital platforms is preferred. The ability to work effectively in a diverse team environment is crucial.
Educational Background: The educational requirement for this position is a first-level university degree, which can be in fields such as environmental studies, economics, development, international relations, or other related disciplines. This educational background is essential to ensure that the candidate has the necessary theoretical knowledge and understanding of the complexities involved in environmental and economic issues relevant to the project.
Experience: The position requires a minimum of 2 years of relevant professional experience in project management. This experience can be gained in various sectors, including research, academia, government, civil society, international organizations, or the private sector, specifically dealing with environmental issues. Candidates should have demonstrated project management skills and experience in supervising projects that involve collaboration between international and national entities.
Languages: Fluency in English and Uzbek is mandatory, with excellent oral and written communication skills required. Proficiency in Russian is also beneficial, as it will facilitate communication with a broader range of stakeholders and partners involved in the project.
Additional Notes: The position is a fixed-term contract at the National Professional level (NP1) and is full-time. The monthly remuneration is set at USD 2152.00, subject to social security deductions, and appointments are typically made at Step 1 of the OSCE salary scale. In exceptional cases, candidates with relevant experience exceeding minimum requirements may be considered for a higher step.
