Job Overview: The WASH Officer (Level 2) plays a crucial role in supporting the design, implementation, monitoring, and evaluation of WASH interventions in Uzbekistan. This position involves working closely with government counterparts, development partners, and communities to ensure effective delivery of WASH services. The officer is responsible for managing a variety of technical and administrative tasks related to the development and implementation of WASH programs, contributing to the achievement of UNICEF’s Country Programme outcomes. The role emphasizes the importance of equitable access to safe water, sanitation, and hygiene services, particularly for vulnerable populations. The WASH Officer is expected to engage in climate resilience initiatives and promote sustainable behavior change within communities, schools, and healthcare facilities, while also addressing emergency preparedness and response to climate-related risks affecting water availability and quality.
Duties and Responsibilities: The WASH Officer will be responsible for the following duties:
Design and implement WASH interventions in alignment with UNICEF’s Country Programme objectives.
Monitor and evaluate the effectiveness of WASH programs, ensuring that they meet the needs of children and communities.
Collaborate with government agencies and partners to strengthen national systems and institutions for WASH service delivery.
Prepare and manage technical and administrative tasks related to WASH programming, including budget management and reporting.
Conduct assessments to identify gaps in WASH services and develop strategies to address these gaps.
Promote hygiene practices in communities, schools, and healthcare facilities to improve health outcomes.
Engage in capacity building of local stakeholders to enhance their ability to deliver WASH services.
Ensure compliance with UNICEF’s policies and standards in all WASH programming activities.
Required Qualifications: To qualify for this position, candidates must possess the following qualifications:
A Bachelor’s degree or equivalent in Climate Change, Social Science, Public Health, Water and Sanitation, Behavior Change Communication, Civil/Sanitary Engineering, or related fields.
A minimum of two years of professional work experience in WASH-related programs, particularly in developing countries.
Educational Background: Candidates must have a Bachelor’s degree or equivalent (First Level University Degree) in relevant fields such as Climate Change, Social Science, Public Health, Water and Sanitation, Behavior Change Communication, Civil/Sanitary Engineering, or other related disciplines. Additional relevant post-graduate courses that complement the main degree are considered a strong asset.
Experience: The position requires a minimum of two years of professional work experience in WASH-related programs, particularly in developing countries. Relevant experience at the country level, especially in development, fragile settings, and humanitarian contexts, is highly desirable. Experience working with UN partners and in joint programming will also be advantageous.
Languages: Fluency in English and Russian is mandatory for this position. Knowledge of another official UN language (Arabic, Chinese, French, or Spanish) is considered a desirable asset.
