Job Overview:
The ET Consultant - Mining Specialist position at the World Bank is designed for individuals who are passionate about making a significant impact in the mining sector, particularly in Uzbekistan and potentially in the Central Asia region. The role involves contributing to the design and implementation of World Bank operations and knowledge activities supported by the Extractives Global Programmatic Support (EGPS) program. The consultant will work closely with government counterparts, particularly the Ministry of Mining Industry and Geology, to ensure effective communication and coordination on mining strategies, policies, and regulations. The position requires a proactive approach to monitoring project implementation, engaging with stakeholders, and conducting analytical work that informs strategic planning along the critical minerals value chain. The consultant will also collaborate with various teams within the World Bank to develop mining sector strategies and support policy advisory activities, ensuring alignment with departmental priorities and the delivery of integrated results.

Duties and Responsibilities:
The selected candidate will be responsible for a variety of tasks, including:
  • Day-to-Day Liaison with Government Counterparts: Serving as the primary contact with key government counterparts in Uzbekistan, ensuring timely communication and follow-up on agreed actions. Supporting the finalization and implementation of the Metals and Minerals Country Compact in Uzbekistan. Contributing to the development of national mining strategies and policies.
  • Internal Monitoring and Project Implementation: Assisting in monitoring project implementation progress, contributing to reporting tools, and supporting project activities and missions.
  • Stakeholder Engagement and Donor Coordination: Engaging with government counterparts, development partners, and private sector actors to support policy dialogue and reform processes. Providing technical support for initiatives and mapping donor activities.
  • Analytical Work: Conducting analytical work that informs strategic planning along the critical minerals value chain.
  • Advisory and Knowledge Sharing: Collaborating with global and regional teams to develop mining sector strategies and provide technical input across thematic areas relevant to critical minerals value chains.

Required Qualifications:
Candidates must possess a minimum of a master’s degree or higher in a mining-related discipline, such as Geology, Mining or Metallurgical Engineering, Mineral Economics, or a related field. Additionally, at least 5 years of relevant experience in the mining sector is required. Candidates should demonstrate a strong understanding of mining industry issues, project management, and data analysis. Excellent written and verbal communication skills are essential, along with the ability to think independently and proactively analyze problems. Attention to detail and sound analytical skills are also critical for this role.

Educational Background:
The educational background required for this position includes a master’s degree or higher in a mining-related discipline, such as Geology, Mining or Metallurgical Engineering, Mineral Economics, or a master’s degree in finance, international policy, or project management. This educational foundation is crucial for understanding the complexities of the mining sector and contributing effectively to the World Bank's initiatives.

Experience:
The position requires at least 5 years of relevant experience in the mining sector. Candidates should have a demonstrated understanding of specific mining industry issues, project management, and data analysis. This level of experience is essential for effectively engaging with government counterparts and contributing to the development of mining strategies and policies.

Languages:
Fluency in English and Russian is mandatory for this position, with knowledge of Uzbek considered a plus. Proficiency in these languages is necessary for effective communication with stakeholders and for conducting analytical work in the mining sector.
