Job Overview: The position of Coordenador(a) Técnico(a) – Documentação e Identificação Civil involves overseeing the implementation of innovative methodologies and actions aimed at restoring the proper functioning of the penal and socio-educational systems in Brazil. The role is crucial in ensuring compliance with national and international human rights principles and guidelines. The coordinator will work closely with the National Justice Council (CNJ) and the UNDP to facilitate the development of capacities within the judiciary to address systemic issues affecting vulnerable populations. This position requires a proactive approach to managing multiple demands and fostering collaboration among various stakeholders to achieve the project's objectives.
Duties and Responsibilities: The Coordenador(a) Técnico(a) will be responsible for planning and monitoring the implementation of actions related to civil documentation and identification within the penal system. Key responsibilities include coordinating program activities, engaging with partners to standardize services, developing strategic planning documents, overseeing consultancy execution, and ensuring transparency in project execution through reporting and communication. The coordinator will also conduct missions and meetings to further the objectives of the area, and will be expected to perform additional functions as necessary for the project's success.
Required Qualifications: Candidates must possess a Master's degree or equivalent in Law, Public Management, Public Administration, Social Sciences, Political Science, or related fields. A Bachelor's degree in the same areas combined with two additional years of relevant experience may be considered in lieu of a Master's degree. A minimum of five years of relevant professional experience is required for those with a postgraduate degree, or seven years for those with a Bachelor's degree, specifically in justice, human rights, penal systems, public policy execution, or related fields. Proficiency in information technology and knowledge of the Office suite are essential.
Educational Background: The educational background required for this position includes an advanced university degree (Master's or equivalent) in relevant fields such as Law, Public Management, Public Administration, Social Sciences, or Political Science. A Bachelor's degree in these areas, combined with additional relevant experience, will also be considered. Candidates with a Lato Sensu postgraduate diploma in the aforementioned fields are preferred, as well as those with experience working with public sector partners, particularly within the judiciary.
Experience: The position requires a minimum of five years of relevant professional experience in areas such as justice, human rights, penal systems, and public policy management. Candidates with a Bachelor's degree must have at least seven years of experience. Experience in project coordination, public policy management, and the implementation of computerized systems related to civil documentation and biometrics is highly desirable.
Languages: Fluency in Portuguese is mandatory for this position, while a basic level of English is desirable. Proficiency in additional languages may be considered an asset, enhancing communication and collaboration with diverse stakeholders.
