Job Overview: The consultant will work closely with IOM to provide technical support in the development of various documents, research, reports, and other materials related to the ARVoRe IX project. This project is co-funded by the European Union's Asylum, Migration and Integration Fund and aims to enhance the capacity for reintegration assistance and monitoring for Brazilian returnees. The consultant is expected to have a strong background in developing institutional materials, report writing, and research methodologies, as well as a solid understanding of public policies related to protection and social assistance in Brazil. The role involves creating a work plan that outlines the methodology for producing the required documents and materials, ensuring that the approach is well-supported by relevant tools and bibliographic references. The consultant will also be responsible for delivering a series of reports and analyses that will inform IOM's strategies and practices in supporting reintegration for returnees.
Duties and Responsibilities: The consultant will be tasked with several key deliverables, including:
Developing a comprehensive work plan that outlines the methodology for producing various documents and materials, including intervention strategies and tools to be used.
Submitting a report summarizing the outcomes of a workshop with local actors held in Brasília, including a draft version one week after the workshop and a final version three weeks after.
Delivering a detailed mapping report of the civil society network relevant to the reintegration program across three Brazilian states, with a draft due four weeks after the contract and a final version nine weeks after.
Producing an analytic report based on the workshop, mapping, and stakeholder interviews, which will include recommendations for improving reintegration services and strengthening partnerships with the private sector. This report should also address the role of diaspora and migrant associations in ensuring continuity of return.
Submitting a report and an indicator matrix analyzing IOM’s Sustainable Reintegration Matrix, with recommendations for additional indicators relevant to the Brazilian context. Drafts and final versions of these deliverables will have specific due dates ranging from two weeks to twenty-five weeks after the contract is signed.
Required Qualifications: The position requires a BA in Law, International Relations, Social Sciences, Public Policy, or a related field from an accredited institution. Candidates must demonstrate proven experience in assisting migrants and returnees, particularly in reintegration contexts, and show the ability to manage complex return and reintegration processes across different regions of Brazil. Experience working with vulnerable populations, such as victims of human trafficking or violence, is considered an asset. Additionally, candidates should have knowledge of reintegration policies and practices, including social services, health, and education, and be competent in applying monitoring and evaluation tools. Strong report writing and analytical skills are essential, along with the ability to collaborate closely with IOM Brazil and partner organizations.
Educational Background: Candidates must possess a Bachelor's degree in Law, International Relations, Social Sciences, Public Policy, or a related field from an accredited academic institution. This educational background is crucial for understanding the complexities of migration and reintegration policies.
Experience: Candidates should have substantial experience in assisting migrants and returnees, particularly in contexts related to reintegration. This includes managing complex return processes and working with vulnerable populations. Previous experience in writing publications and developing institutional materials is also required.
Languages: Fluency in Portuguese is mandatory for this position, as it is essential for effective communication and collaboration within Brazil. Additionally, a working knowledge of English or Spanish is preferred, as it may facilitate communication with international partners and stakeholders.
Additional Notes: The position is project-based, with specific deliverables and timelines outlined in the contract. The consultant will be expected to work closely with IOM and other partner organizations, adapting to emerging needs and participating in necessary meetings and visits. Compensation for the deliverables is specified in Brazilian Reais (BRL), with amounts varying based on the complexity and scope of each deliverable.
