Job Overview:
The position of Analista de Gestão Técnica Operacional is crucial for the effective implementation of the project BRA/25/025, which aims to enhance cybersecurity and transparency within the judiciary system in Brazil. The successful candidate will be responsible for overseeing the Technical and Operational Management Unit, acting as a focal point for coordination between various management teams and ensuring strategic alignment, resource allocation, and integration among technical teams. This role is pivotal in ensuring the efficiency, quality, and predictability of project deliverables, particularly in the context of cybersecurity initiatives. The candidate will work closely with teams from the National Justice Council (CNJ) and UNDP, contributing to the project's objectives of strengthening institutional security" style="border-bottom: 1px dotted #007bff !important;">security and promoting good governance and efficiency in judicial processes.

Duties and Responsibilities:
The duties and responsibilities of the Analista de Gestão Técnica Operacional include:
  • Planning and resource allocation: Organizing and prioritizing the allocation of technical resources in areas such as Infrastructure, Information Security, Quality Assurance (QA), and User Interface/User Experience (UI/UX).
  • Execution and compliance: Ensuring that work plans are executed within established deadlines and in accordance with defined technical standards.
  • Operational monitoring and risk management: Continuously monitoring the progress of technical activities, identifying operational risks, bottlenecks, and interdependencies.
  • Technical coordination and integration: Ensuring technical alignment among different project fronts, promoting integration and synergy among teams.
  • Communication and reporting: Consolidating information on the status of technical operations and reporting periodically to the General Coordination.
  • Strategic guideline implementation: Translating strategic guidelines from the Coordination into clear operational instructions for the Managers of the project fronts.
  • Leadership and people management: Developing, guiding, and monitoring the team, fostering a collaborative, safe, and inclusive work environment aligned with UNDP values.
  • Knowledge management: Identifying, synthesizing, and documenting best practices and lessons learned from the project and its implementation partners. The incumbent may also perform other functions compatible with their functional profile as deemed necessary for the project's successful operation.

Required Qualifications:
The required qualifications for the position include a strong educational background and relevant professional experience. Candidates must possess a Master's degree or equivalent in Information Technology (Computer Engineering, Computer Science, Information Systems), Social Sciences (Public Management, International Relations, Political Science, Economics, Statistics, Public Administration, Data Science, or related fields), or equivalent areas. A Bachelor's degree combined with two additional years of qualified experience will also be considered. Candidates should have a minimum of two years of relevant professional or academic experience in Information Technology project management or international cooperation, public management, or related fields. Additionally, proficiency in information technology and knowledge of the MS Office suite are essential.

Educational Background:
Candidates must have an advanced university degree (Master's or equivalent) in fields such as Information Technology, Social Sciences, or related areas. A Bachelor's degree with two additional years of relevant experience may be accepted in lieu of a Master's degree. This educational background is critical for understanding the complexities of the role and the technical requirements of the project.

Experience:
Candidates should have a minimum of two years of relevant professional experience for those with a Master's degree or four years for those with a Bachelor's degree. This experience should be in project management, particularly in Information Technology or international cooperation, and should demonstrate the ability to manage complex projects and initiatives effectively.

Languages:
Fluency in Portuguese is required for this position, as it is essential for communication within the team and with stakeholders.
