Job Overview:
The Assistant Operations Data Management Officer plays a crucial role in managing data collection and reporting activities within field operations. This position involves liaising with relevant officers in regional hubs or headquarters for technical guidance on data management. The incumbent is responsible for ensuring that data collection processes are efficient and effective, contributing to the overall operational efficiency of UNHCR's mission. The role requires a data-driven professional with a strong technical foundation in business intelligence, data science, and advanced analytics. Duties and Responsibilities:
The duties and responsibilities of the Assistant Operations Data Management Officer include managing the use, maintenance, and technical support of ProGres, the registration database. This involves planning and overseeing data collection, input, and verification, producing standard and ad hoc reports, and ensuring that ProGres-related data entry activities are reflected in standard operating procedures for various activities such as registration, resettlement, and protection. The incumbent will respond to report requests from UNHCR staff, local governments, partners, donors, and headquarters, ensuring that data is kept up-to-date, secure, and accurate. Additional responsibilities include facilitating and undertaking data collection activities, serving as the focal point for compiling and calculating statistics, assisting in training staff and implementing partners in data management, and conducting data collection audits. The officer may also coordinate with GIS colleagues to ensure compatibility of data collection with GIS and assist with mapping tasks as required. Furthermore, the role involves archiving and backing up database systems, ensuring database security" style="border-bottom: 1px dotted #007bff !important;">security, and authorizing updates and amendments of ProGres data and SOPs.

Required Qualifications:
Candidates must possess proven proficiency in Power BI, including DAX, Power Query, and data modeling for advanced reporting and visualization. A strong command of Python and libraries such as Pandas and NumPy for data manipulation and analysis is essential. Expertise in advanced Excel modeling, including complex formulas and dynamic functions, is also required. Experience in hybrid ETL management and data quality assurance is necessary to ensure integrity and consistency across systems. Practical knowledge of web scraping using Selenium and automation of data collection processes is desirable. Familiarity with collaboration and knowledge governance tools such as SharePoint and Teams is also beneficial. Additionally, desirable experience in refugee protection, eligibility procedures, and migration will add contextual understanding to data-driven solutions. Skills in process optimization using Power Automate and Microsoft Lists for workflow efficiency are advantageous, as well as an understanding of software architecture principles and exposure to Azure DevOps for CI/CD pipelines and agile development practices.

Educational Background:
The educational background required for this position includes a Bachelor's degree in IT, Computer Science, or another relevant field. Candidates with a Graduate degree or Doctorate degree may also be considered, particularly if they have relevant experience in data management, statistics, analysis, and information technology. Certificates in Operational Data Management Learning Programme and Operations Management Learning Programme are essential for this role.

Experience:
The position requires at least one year of relevant experience for candidates with an undergraduate degree. Candidates with a graduate degree or doctorate degree may be considered without prior experience. Essential previous job experience relevant to the function or in data management, statistics, analysis, and information technology is required. Familiarity with ProGres and registration systems, as well as technical GIS knowledge, is desirable.

Languages:
The mandatory language requirement for this position is Portuguese as the mother tongue. A working knowledge of English is desirable, as it may be necessary for communication within the organization and with international partners. Knowledge of additional languages can be beneficial but is not mandatory.
