Job Overview:
The Staff Assistant (Human Resources) position is designed to provide comprehensive administrative support within the Human Resources Unit of the UNODC. The incumbent will be responsible for managing various HR functions, including the administration of staff entitlements, recruitment processes, training logistics, and compliance with organizational policies. The role requires a proactive approach to problem-solving and the ability to handle confidential information with discretion. The Staff Assistant will work closely with the Associate Human Resources Officer and the ROCOL Operations Officer, ensuring that all HR-related processes are executed efficiently and in accordance with UN standards. The position also involves supporting internationally recruited staff with accreditation procedures and other HR-related matters, thereby contributing to the overall effectiveness of the HR Unit.

Duties and Responsibilities:
The Staff Assistant will perform a wide range of duties, including but not limited to: administering entitlements for staff with fixed-term appointments, ensuring accurate and updated information in HR databases, providing general office support, preparing formal written responses to HR queries, managing staff ID cards, verifying time and attendance records, and ensuring compliance with organizational policies. The incumbent will assist in recruitment processes by preparing Terms of Reference, guiding Hiring Managers, publishing vacancies, and managing logistics during selection processes. Additionally, the Staff Assistant will support training opportunities, promote wellness activities, and assist in the implementation of prevention strategies related to workplace conflicts. The role requires a commitment to maintaining a gender-sensitive approach in all HR functions and ensuring the equal participation of women and men in the workplace.

Required Qualifications:
Candidates must possess a high school diploma or equivalent. A first-level university degree or higher is preferred and may reduce the required work experience. The position requires a minimum of five years of progressively responsible experience in general office support, technical cooperation, or human resources management. Candidates with a relevant university degree may qualify with three years of experience. Proficiency in using an Enterprise Resource Planning (ERP) system and computer applications such as word processing and spreadsheets is essential. Familiarity with UN human resources policies and procedures is desirable, indicating a strong understanding of the organizational context in which the UNODC operates.

Educational Background:
The educational requirement for this position is a high school diploma or equivalent. However, candidates with a first-level university degree or higher are encouraged to apply, as this may lead to a reduction in the required years of relevant work experience. The educational background should ideally include coursework or training related to human resources management, administration, or a related field, which would provide a solid foundation for the responsibilities of the role.

Experience:
The position requires a minimum of five years of progressively responsible experience in general office support, technical cooperation, or human resources management. For candidates with a first-level university degree or higher, the minimum experience requirement is reduced to three years. Relevant work experience should include familiarity with HR processes, administrative support, and the use of ERP systems. Experience in an international organization, particularly within the United Nations system, is highly desirable and will be considered an asset during the selection process.

Languages:
Fluency in Spanish and English is required for this position, as these are the working languages of the United Nations Secretariat. Knowledge of another official UN language is considered an advantage, enhancing the candidate's ability to communicate effectively in a diverse work environment. Proficiency in additional languages may also facilitate interactions with a broader range of stakeholders and contribute to the organization's mission of promoting international cooperation.
