Job Overview:
The position of Oficial Técnico Alojamiento e Infraestructura (Shelter and Settlement) y WASH is crucial in supporting technical activities related to projects aimed at providing affected individuals with access to adequate temporary, transitional, and permanent housing solutions, as well as educational facilities and various community infrastructure solutions. The role involves ensuring that affected populations improve their health conditions and exercise their rights to water and sanitation. This includes facilitating access to sufficient and safe water, sanitation facilities, and hygiene supplies to promote healthy practices. The position also requires adherence to the strategic framework of Basic Competencies (CB) and their Theories of Change (ToC), as well as the strategies of the Area, Country Operation, and Global Sector Strategies for Shelter and Infrastructure and WASH. The successful candidate will be expected to implement technical activities, monitor project expenditures, ensure quality control, and document project activities while providing technical support and training to project staff.

Duties and Responsibilities:
  • Ensure compliance with NRC policies, tools, manuals, and guidelines.
  • Guarantee adherence to strategy, tools, manuals, guidelines, and basic competency standards.
  • Implement technical activities of the project(s).
  • Monitor financial expenditures related to technical activities of the project(s).
  • Ensure quality control and monitoring of project activities.
  • Document technical activities of the project(s).
  • Provide specific technical support and training to project staff.
  • Offer analysis" style="border-bottom: 1px dotted #007bff !important;">technical analysis and specific feedback to NRC leaders in coordination forums.
  • Evaluate, promote, and document ideas for technical improvements and other program development options. 1
  • Ensure that project activities target the most vulnerable beneficiaries and explore new and better forms of assistance. 1
  • Advocate for the rights of internally displaced/repatriated persons in line with advocacy strategies. Specific responsibilities include:
  • Deliver Shelter and Settlement and WASH services efficiently and timely according to program guidelines and sector standards.
  • Encourage and supervise the development of tools to promote participation among individuals, households, and communities in emergency assistance and durable solutions.
  • Propose and participate in improving tools and conducting technical needs assessments for implementing teams.
  • Analyze collected information and prepare relevant reports to guide response strategies.
  • Develop and/or review Communication, Education, and Information (IEC) materials on Shelter and Infrastructure and WASH topics.
  • Constantly strengthen methodologies for information sessions and training workshops.
  • Incorporate necessary adaptations into architectural designs and sanitary installations.
  • Identify and contribute to integrating a market approach and cash assistance in coordination with support areas.
  • Conduct technical reviews of civil project proposals considering donor guidelines and context. 1
  • Perform quality control and monitoring of project development. 1
  • Provide guidance for measuring project impacts. 1
  • Participate in community-based projects and integrated programming. 1
  • Support monitoring and documentation of project activities conducted by partners. 1
  • Assist in technical planning and implementation of Shelter and Settlement and WASH programs. 1

Required Qualifications:
The position requires a professional background in civil engineering or architecture, with specialization in project coordination or management. Candidates must have a minimum of four years of relevant work experience in similar roles within humanitarian contexts. Previous experience in complex and volatile environments is essential, along with documented results related to the responsibilities of the position. Intermediate proficiency in English (reading, writing, and comprehension) is required. Candidates should also possess competencies, knowledge, and experience relevant to the context, including experience in implementing housing projects, educational facilities, community infrastructure, and WASH systems. Knowledge of national and international humanitarian standards, WASH regulations, and community engagement methodologies is highly valued.

Educational Background:
Candidates must hold a degree in civil engineering or architecture, with additional specialization in project management or coordination. This educational background is crucial for understanding the technical aspects of shelter and infrastructure projects, as well as WASH initiatives.

Experience:
A minimum of four years of professional experience in implementing housing, educational, and community infrastructure projects is required. Additionally, candidates should have at least three years of experience working with governmental entities, UN agencies, or other humanitarian organizations in areas related to shelter, infrastructure, and WASH in emergency contexts. Experience in housing, land, and property (HLP) issues is a plus, but not mandatory.

Languages:
Proficiency in English at an intermediate level is mandatory for this position. Knowledge of Spanish is essential, given the location of the job in Colombia. Additional language skills may be beneficial but are not required.
