Job Overview: The Programme Policy Officer – Resilience will play a crucial role in implementing and coordinating resilience and livelihoods interventions in the Lac Province of Chad, particularly in Bol and surrounding areas. This position is essential for addressing the overlapping challenges faced by the region, including chronic food insecurity, displacement due to conflict, and climate shocks. The officer will be responsible for ensuring the quality implementation of resilience and asset-creation programs, strengthening operational planning, and fostering partnerships with local actors and authorities. The role requires a proactive approach to community engagement, ensuring that interventions are inclusive and gender-sensitive, and that they align with government strategies and humanitarian-development-peace efforts. The officer will also support monitoring and reporting activities to ensure effective program delivery and continuous improvement based on field observations and beneficiary feedback.
Duties and Responsibilities: The Programme Policy Officer will have a comprehensive set of responsibilities, including:
Programme Planning and Implementation: Leading and coordinating the implementation of resilience-building activities such as Food Assistance for Assets (FFA), soil and water conservation, and community infrastructure projects. Ensuring timely planning and delivery of inputs, including food/cash distributions and technical support. Supervising cooperating partners and field staff to provide technical guidance and maintain quality control.
Community Engagement and Targeting: Overseeing community consultations and planning sessions using Community-Based Participatory Planning (CBPP) tools. Ensuring inclusive and gender-sensitive targeting of beneficiaries in collaboration with local committees. Promoting community ownership and sustainability of created assets.
Monitoring, Learning, and Reporting: Supporting data collection and monitoring using WFP’s COMET and SCOPE systems, ensuring accurate tracking of beneficiaries and outputs. Documenting field observations, beneficiary feedback, and lessons learned for continuous improvement. Preparing field reports, situation updates, and inputs for donor reporting as required.
Coordination and Partnerships: Representing WFP in local coordination platforms related to resilience, livelihoods, and early recovery. Liaising with government departments and UN/NGO partners to harmonize interventions and promote complementarities. Contributing to the development of joint workplans, assessments, and integrated approaches.
Risk Management and Compliance: Monitoring security" style="border-bottom: 1px dotted #007bff !important;">security, operational, and environmental risks affecting program delivery and reporting on mitigation measures. Ensuring activities comply with WFP’s protection, gender, and environmental safeguards. Required Qualifications: Candidates must possess an advanced university degree in International Development, Rural Development, Environmental Studies, Agronomy, Public Policy, or a related field. Strong field implementation experience is essential, particularly in partner coordination and community engagement. Familiarity with WFP tools and systems such as the Three-Pronged Approach (3PA), COMET, and SCOPE is advantageous. Candidates should demonstrate excellent interpersonal, reporting, and facilitation skills, as well as the ability to work effectively in remote and challenging environments with logistical and security constraints.
Educational Background: An advanced university degree in relevant fields such as International Development, Rural Development, Environmental Studies, Agronomy, or Public Policy is required for this position. This educational background is crucial for understanding the complexities of resilience programming and the socio-economic factors affecting food security and community development in the Lac Province of Chad.
Experience: The position requires strong field implementation experience, particularly in coordinating with partners and engaging communities. Candidates should have a proven track record of working in challenging environments, demonstrating the ability to adapt to logistical and security constraints while effectively delivering humanitarian assistance. Experience in monitoring and evaluation, as well as familiarity with WFP's operational frameworks, will be beneficial.
Languages: Fluency in French is mandatory for this role, as it is the primary language of communication in the region. A working knowledge of English is desirable, particularly for coordination with international partners and stakeholders, enhancing the officer's ability to engage in broader discussions and collaborations.
