Job Overview:
The Human Resources Officer position is integral to the United Nations Secretariat, focusing on various human resources functions, including talent sourcing, management, administration of entitlements, and staff development. The role involves providing expert advice and support to managers and staff on HR-related matters, preparing reports, and leading special HR projects. The officer will analyze HR data to identify trends and provide insights for decision-making. This position requires collaboration with various stakeholders to ensure effective workforce planning and succession planning, as well as the administration of benefits and entitlements. The officer will also play a crucial role in staff development, career support, and performance management, contributing to the overall effectiveness of the organization.

Duties and Responsibilities:
The Human Resources Officer will be responsible for a wide range of duties, including:
  • Providing advice and support to managers and staff on HR-related matters.
  • Preparing special reports and leading HR projects.
  • Collecting and analyzing HR data to identify trends and provide insights.
  • Supervising the work of HR Assistants and Partners in administrative transactions.
  • Participating in workforce and succession planning processes.
  • Preparing vacancy announcements, reviewing applications, and guiding the selection process.
  • Administering benefits and entitlements, providing advice on policies and regulations.
  • Identifying staff development needs and designing relevant programs.
  • Advising on performance management and delivering training programs. 1
  • Contributing to the resolution of staff grievances and preparing policy papers on HR issues. 1
  • Conducting salary and cost-of-living surveys and providing classification analysis of jobs.

Required Qualifications:
Candidates must possess a strong understanding of human resources policies and practices, with the ability to apply them effectively in an organizational setting. Knowledge of data analytics and business analytics is essential, along with the ability to supervise others and deliver HR services in international contexts. Candidates should demonstrate strong analytical skills, the ability to identify issues and formulate recommendations, and a commitment to gender equality and diversity in the workplace. Professionalism, planning and organizing skills, and client orientation are critical competencies for this role.

Educational Background:
An advanced university degree (Master’s degree or equivalent) in human resources management, business or public administration, social sciences, psychology, education, law, or a related area is required. Alternatively, a first-level university degree in similar fields combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree.

Experience:
A minimum of five years of progressively responsible professional experience in human resources management, administration, or a related area is required. Experience with Enterprise Resource Planning (ERP) systems or PeopleSoft platforms is also necessary, as it is crucial for managing HR processes effectively within the organization.

Languages:
Fluency in English or French is required, as these are the working languages of the United Nations Secretariat. Candidates must demonstrate proficiency in all four language skills: reading, speaking, understanding, and writing. Knowledge of additional languages may be considered an asset but is not mandatory.
