Job Overview:
The position of Consultant national appui à la réforme du Cadre Organique du Ministère du Commerce involves providing expert support to the Ministry of Commerce in Guinea. The consultant will be responsible for assisting in the reform of the organic framework that governs the ministry's operations. This role requires a deep understanding of the commercial landscape in Guinea and the ability to analyze and propose improvements to existing frameworks. The consultant will work closely with ministry officials and stakeholders to ensure that the reforms align with national development goals and international best practices. Duties and Responsibilities:
The consultant will be tasked with several key responsibilities, including but not limited to: conducting a thorough analysis of the current organic framework of the Ministry of Commerce; identifying gaps and areas for improvement; engaging with stakeholders to gather insights and feedback; drafting recommendations for reform; preparing detailed reports and presentations to communicate findings; facilitating workshops and discussions with ministry officials; ensuring that all proposed reforms are feasible and sustainable; and providing ongoing support and advice throughout the implementation phase of the reforms. The consultant will also be responsible for adhering to the timelines and deliverables set forth in the contract and maintaining regular communication with the UNDP project team.

Required Qualifications:
Candidates must possess a strong background in public administration, commerce, or a related field. A proven track record of working with government institutions, particularly in the context of policy reform, is essential. The consultant should have excellent analytical skills, the ability to work independently, and strong communication skills to effectively engage with various stakeholders. Familiarity with the commercial laws and regulations in Guinea will be a significant advantage. Additionally, candidates should demonstrate a commitment to the principles of sustainable development and good governance.

Educational Background:
A minimum of a Master's degree in Public Administration, Business Administration, Economics, or a related field is required. Candidates with additional certifications or training in project management, policy analysis, or governance will be viewed favorably. A strong academic background that includes coursework relevant to commerce and public policy is essential for this role.

Experience:
The ideal candidate should have at least 5 years of professional experience in consultancy or advisory roles, particularly in the context of government reform or public sector management. Experience working with international organizations, especially in developing countries, will be considered an asset. The consultant should have a demonstrated ability to manage complex projects and deliver results within tight deadlines.

Languages:
Fluency in French is mandatory, as the position requires communication with local stakeholders and the Ministry of Commerce. Proficiency in English is considered a plus, as it may facilitate communication with international partners and stakeholders. Knowledge of other local languages may also be beneficial.
