Job Overview:
The position of Consultant national is focused on the development of a procedural manual for the Ministry of Commerce in Guinea. The consultant will be responsible for creating a comprehensive guide that outlines the procedures and processes necessary for the effective functioning of the Ministry. This role requires a deep understanding of the commercial landscape in Guinea, as well as the ability to translate complex regulatory frameworks into clear and actionable procedures. The consultant is expected to engage with various stakeholders within the Ministry to gather insights and ensure that the manual reflects the needs and realities of the local context. The assignment is expected to last for 35 working days over a period of 8 weeks, starting from December 29, 202
  • The consultant will work closely with UNDP to ensure that the manual aligns with international best practices while being tailored to the specific needs of the Guinean context.

Duties and Responsibilities:
  • Conduct a thorough analysis of existing procedures within the Ministry of Commerce and identify gaps and areas for improvement.
  • Collaborate with Ministry officials and stakeholders to gather input and feedback on current practices and desired outcomes.
  • Develop a detailed outline of the procedural manual, ensuring it covers all necessary aspects of the Ministry's operations.
  • Draft the procedural manual, incorporating best practices and compliance with national and international regulations.
  • Review and revise the manual based on feedback from stakeholders and ensure clarity and usability.
  • Facilitate workshops or meetings to present the draft manual and gather further input.
  • Finalize the manual and prepare a presentation for the Ministry to ensure understanding and implementation.
  • Provide recommendations for the training of Ministry staff on the new procedures outlined in the manual.

Required Qualifications:
  • Proven experience in developing procedural manuals or similar documentation, preferably in a governmental or commercial context.
  • Strong understanding of the regulatory framework governing commerce in Guinea.
  • Excellent analytical and problem-solving skills.
  • Ability to work collaboratively with diverse stakeholders and facilitate discussions.
  • Strong written and verbal communication skills in French, with the ability to present complex information clearly and concisely.
  • Familiarity with UNDP processes and procedures is an asset.

Educational Background:
A minimum of a Master's degree in Business Administration, Public Administration, Law, or a related field is required. Additional certifications in project management or process improvement methodologies would be advantageous.

Experience:
At least 5 years of relevant professional experience in consultancy, particularly in the areas of commerce, public administration, or regulatory affairs. Experience working with government entities or international organizations is highly desirable.

Languages:
Fluency in French is mandatory, as the position requires communication with local stakeholders and the Ministry of Commerce. Proficiency in English is considered an asset but not mandatory.
