Job Overview:
The Programme Analyst-Gender Responsive Procurement and Women’s Empowerment will be responsible for coordinating and implementing national programs related to women's economic empowerment and gender-responsive procurement. This role involves monitoring and building partnerships with various stakeholders, including government agencies and civil society organizations. The analyst will contribute to the development of program strategies, provide technical support, and ensure that the program aligns with UN Women’s strategic priorities. The position requires collaboration with the Regional Programme Coordinator and other partners to enhance project implementation and coherence with national priorities.

Duties and Responsibilities:
  • Contribute to the development of program strategies in Women’s Economic Empowerment (WEE).
  • Provide substantive inputs to the design and formulation of program/project proposals.
  • Analyze country context and identify key opportunities and partners for project implementation.
  • Establish and oversee partnerships with private and public sector actors.
  • Develop and implement a detailed country-level work plan.
  • Ensure alignment of UN Women’s priorities with national/local interventions.
  • Monitor and report on program implementation using results-based management tools.
  • Provide technical assistance and capacity development to project/program partners.
  • Develop technical knowledge products and maintain relationships with national partners. 1
  • Monitor budget implementation and provide inputs to financial reports. 1
  • Develop and manage partnerships with relevant stakeholders to ensure timely delivery of activities. 1
  • Lead advocacy and knowledge-building efforts at the country level.

Required Qualifications:
  • Master’s degree or equivalent in public administration, law, economics, human rights, gender equality, management, social sciences, or related areas.
  • A first-level university degree with two additional years of qualifying experience may be accepted in lieu of an advanced degree.
  • Project/programme management certification is an advantage.
  • At least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building.
  • Experience in promoting gender equality and/or social development, particularly in women's economic empowerment.
  • Familiarity with UN systems and experience coordinating with government agencies and donors is desirable.

Educational Background:
Candidates must possess a Master’s degree or equivalent in relevant fields such as public administration, law, economics, human rights, gender equality, management, or social sciences. A first-level university degree combined with two additional years of qualifying experience may be accepted in lieu of the advanced degree. A project/programme management certification would be an added advantage.

Experience:
The position requires at least 2 years of progressively responsible work experience in development program/project implementation, coordination, monitoring, evaluation, donor reporting, and capacity building. Experience in promoting gender equality and social development, particularly in women's economic empowerment, is essential. Previous experience in the development sector, including the UN system, is a plus. Candidates should also have experience coordinating and liaising with government agencies and donors, as well as proficiency in using computers and office software packages.

Languages:
Fluency in English and Khmer is required. Knowledge of another official UN language (French, Arabic, Chinese, Russian, or Spanish) is desirable.

Additional Notes:
This position is a local post for nationals of Cambodia. The role involves full-time engagement and may require collaboration with various stakeholders, including government agencies and civil society organizations. The incumbent will be expected to adhere to UN Women’s policies and procedures, including a zero-tolerance policy on conduct incompatible with the aims and objectives of the United Nations.
