Job Overview: The position of International Consultant for GBV Case Management involves a two-part assignment aimed at strengthening gender-based violence (GBV) case management in Cambodia. The consultant will work closely with UNFPA and the Royal Government of Cambodia to review and consolidate draft Standard Operating Procedures (SOP) for GBV case management and develop a training package for service providers and case workers. The consultant is expected to have significant experience in GBV programming, particularly in the Cambodian context, and will be responsible for ensuring that the SOPs are aligned with national policies and best practices. The consultant will also facilitate stakeholder engagement and provide recommendations for improving GBV response mechanisms in the country. This role is crucial in addressing the high prevalence of GBV in Cambodia and ensuring that survivors receive the necessary support and services.
Duties and Responsibilities: The consultant will undertake the following duties and responsibilities:
Review and consolidate the current draft SOP for GBV case management, integrating inputs from national consultations and ensuring clarity on pre-identified areas.
Develop and finalize a list of case management forms relevant to the Cambodian context, ensuring they align with international best practices.
Strengthen the data collection and management model for GBV case management, integrating it within the broader administrative data system in Cambodia.
Participate in project team reflection activities and stakeholder consultations to gather insights and feedback.
Develop a training package tailored to the Cambodian context, focusing on GBV case management and the use of SOPs.
Conduct a four-day training rollout in selected provinces for GBV service providers and case workers.
Provide recommendations for integrating feedback into the SOP and training materials.
Produce a final report with key recommendations for the pilot of SOPs in other provinces.
Required Qualifications: The position requires the following qualifications:
At least ten years of experience in gender-based violence program development.
Demonstrated understanding of GBV response mechanisms and case management, including familiarity with global and regional SOPs.
Expert knowledge of national policies and legal frameworks on GBV, with a proven understanding of existing national and subnational data on GBV.
Experience working with national statistical offices, women’s machineries, and/or civil society organizations on GBV is advantageous.
Strong communication and interpersonal skills, with a demonstrated ability to facilitate collaborative efforts towards shared results.
Familiarity with the Cambodian context is required.
Excellent oral and written English language skills are essential.
Educational Background: Candidates must possess a Master’s degree in gender studies, social work, or a related field. This educational background is crucial for understanding the complexities of gender-based violence and the socio-cultural factors that influence it. A strong academic foundation will enable the consultant to effectively engage with stakeholders and contribute to the development of relevant SOPs and training materials.
Experience: The consultant is expected to have extensive experience, specifically at least ten years, in working with gender-based violence programs. This experience should include a deep understanding of GBV response mechanisms and case management practices, as well as familiarity with the Cambodian context. Previous work with national and subnational stakeholders, including government agencies and civil society organizations, will be highly beneficial. The consultant should also have experience in training development and facilitation, particularly in the area of GBV.
Languages: Fluency in English is mandatory, both oral and written. This is essential for effective communication with UNFPA and other stakeholders. Knowledge of Khmer or other local languages would be considered an asset, as it may facilitate better engagement with local communities and stakeholders during the consultancy.
Additional Notes: This consultancy is results-based, meaning that payment will be made upon the successful completion of deliverables as outlined in the terms of reference. The consultant is expected to commence work in December 2025 and complete the assignment by June 30, 2026, with an estimated 43 days of work. The consultancy will involve field travel to Kampong Cham and Siem Reap provinces for training rollouts, and the consultant must budget for these field missions. The payment schedule includes an initial payment of 30% upon approval of the first deliverables, followed by subsequent payments based on the acceptance of additional deliverables.
