Job Overview: The Project Officer position is integral to the Better Factories Cambodia (BFC) program, which focuses on transitioning from cash to digital wage payments in the garment, footwear, and textile sectors. The incumbent will be responsible for the effective delivery of project activities, ensuring compliance with ILO procedures, and monitoring the progress of initiatives aimed at improving financial inclusion and wage protection. The role requires collaboration with various stakeholders, including employers, trade unions, and government agencies, to facilitate the implementation of project activities. The Project Officer will also contribute to the preparation of technical briefs and reports, organize awareness-raising events, and support research on the impact of digital wage payments on labor rights and enterprise productivity. This position demands a proactive approach to identifying challenges and proposing solutions while promoting gender-inclusive practices across all project activities.
Duties and Responsibilities: The Project Officer will undertake a variety of responsibilities, including: supporting the implementation of project activities related to digital wage payments; ensuring compliance with ILO financial and administrative procedures; monitoring national policies related to digital finance; providing analytical inputs and proposing actions to address emerging trends; participating in stakeholder consultations; preparing technical briefs and progress reports; organizing workshops and training sessions; conducting research on the impact of digital wage payments; serving as a focal point for digital wage payments; supporting partnership development and resource mobilization; drafting official documents and public information materials; undertaking field missions to monitor project implementation; and promoting gender-inclusive approaches in all project activities.

Additionally, they should have a minimum of two years of professional experience in financial inclusion, digital financial services, or related areas. Strong project management skills, technical knowledge of wage payment systems, and good analytical and drafting skills are essential. The ability to maintain effective working relationships with stakeholders and a good understanding of gender equality principles are also required.
