Job Overview: The Programme Specialist, GBV, will play a crucial role in coordinating and implementing a comprehensive GBV programme in Cambodia. This position requires strong leadership and management skills to oversee a small team dedicated to GBV prevention and response initiatives. The incumbent will work closely with the UNFPA Representative and the GBV Programme team to ensure effective implementation of GBV strategies aligned with national priorities and UNFPA's policies. The role involves collaboration with various stakeholders, including government agencies, civil society, and UN partners, to enhance the visibility and accountability of GBV-related activities. The Programme Specialist will also contribute to capacity building efforts, ensuring that all GBV interventions are evidence-based and adhere to best practices in the field.
Duties and Responsibilities: The Programme Specialist, GBV, will be responsible for a wide range of duties, including:
Leading the GBV programme by collaborating with the GBV Analyst and team, and establishing partnerships with the Ministry of Women’s Affairs and other stakeholders.
Implementing and strengthening GBV case management services through effective partnerships, including enhancing administrative data management and scaling up a national GBV database system.
Overseeing the implementation of GBV health and case management services to improve quality, accessibility, and timeliness.
Supporting the development and institutionalization of health and case management service protocols and policies.
Strengthening referral pathways at national and subnational levels, ensuring timely service referrals.
Advocating for GBV prevention initiatives in collaboration with government and civil society partners.
Managing UNFPA’s GBV programme interventions, including monitoring and evaluation of workplans and budgets.
Coordinating technical assistance and capacity building for implementing partners to ensure quality GBV services.
Collaborating with team members and partners to ensure safe programme implementation at the community level. 1
Representing UNFPA in relevant coordination bodies to advocate for GBV issues in humanitarian and development contexts.
Required Qualifications: Candidates must possess an advanced degree in social work, social sciences, public health, gender studies, international relations, law" style="border-bottom: 1px dotted #007bff !important;">international law, human rights, or a related field. Additionally, applicants should have at least five years of progressively responsible professional experience in gender and GBV programming, with a focus on addressing harmful social norms in both development and humanitarian settings. Experience in project management, particularly in multi-sector projects, is essential, along with proven skills in team coordination and management. Technical knowledge in GBV prevention and response, including case management using a survivor-centered approach, is required. Familiarity with humanitarian coordination, particularly in GBViE, is desirable. Strong interpersonal communication skills, report writing abilities, and field experience are significant assets. Languages: Fluency in English is mandatory for this position, as it is the primary language of communication within the UNFPA. A working knowledge of other official UN languages is considered desirable, as it can enhance communication with diverse stakeholders and partners.
