Job Overview: The position of National Consultant Trainer involves supporting the training of health staff who work in One Stop Service Units (OSSU) for survivors of gender-based violence (GBV) in Cambodia. The consultant will collaborate with an international consultant to design a comprehensive training package that aligns with OSSU Guidelines and Guidance Notes. This role requires the consultant to conduct four training sessions, including one at the national level and three at sub-national levels, ensuring that the training is culturally relevant and effective in addressing the needs of GBV survivors. The consultant will also be responsible for translating training materials into Khmer and adapting the content to fit the Cambodian context, thereby enhancing the capacity of local health service providers to respond to GBV effectively.
Duties and Responsibilities: The consultant will undertake several key tasks, including:
Providing technical input into the design of a training package by reviewing and co-developing training methodologies and materials based on global best practices.
Translating training materials into Khmer and ensuring their accuracy and cultural appropriateness.
Conducting four training sessions: one at the national level in Phnom Penh and three at sub-national levels in selected provinces (Kampong Cham, Siem Reap, and Kampong Speu).
Gathering feedback from training participants to refine and improve the training package.
Collaborating with the international consultant to ensure that the training meets the required standards and effectively addresses the needs of GBV survivors.
Finalizing a comprehensive training package that includes recommendations for future training initiatives and ensuring that all materials are available in both English and Khmer.
Required Qualifications: Candidates must possess a Master’s degree in gender studies, social work, or a related field. They should have at least five years of experience in gender-based violence and sexual reproductive health program development. A demonstrated understanding of GBV multi-sectoral response mechanisms and health responses to GBV is essential, along with expert knowledge of national policies and legal frameworks related to GBV. Familiarity with the Cambodian context or South Asia is required, as well as proven experience in delivering training on GBV, sexual reproductive health and rights (SRHR), and multi-sectoral responses to GBV.
Educational Background: A Master’s degree in gender studies, social work, public health, or a related field is required for this position. This educational background should provide the necessary theoretical and practical knowledge to effectively address issues related to gender-based violence and sexual reproductive health.
Experience: Candidates should have a minimum of five years of relevant experience in working with gender-based violence and sexual reproductive health programs. This experience should include a demonstrated understanding of GBV multi-sectoral response mechanisms and health responses to GBV, as well as familiarity with the Cambodian context or South Asia. Proven experience in delivering training to national and sub-national authorities in Cambodia is also essential.
Languages: Fluency in Khmer and English is mandatory for this position. Excellent communication skills in both languages are necessary to effectively deliver training and translate materials. Knowledge of additional languages may be considered an asset but is not required.
Additional Notes: This consultancy is expected to commence in April 2026 and conclude by October 2026, based on an estimated 35 days of work. The consultant will work remotely but will also be required to travel to three provinces for training sessions. The consultancy is results-based, meaning payment will be made upon the satisfactory completion of tasks as outlined by UNFPA. The position is based in Phnom Penh, Cambodia, and the consultant will be supervised by the GBV Specialist with technical inputs from UNFPA GBV Specialists in the Asia-Pacific Regional Office.
