Job Overview: The Programme Analyst, GBV will play a crucial role in supporting the implementation of the 7th Country Programme (CP) for the years 2024-2028, with a specific focus on addressing gender-based violence (GBV). This position requires close collaboration with the GBV team and the Programme Specialist, GBV, as well as technical oversight from senior international GBV Specialists. The incumbent will be responsible for implementing key activities under two projects aimed at developing and implementing systems of support for survivors of violence, including GBV case management systems. The role involves leading training and capacity-building workshops to improve GBV systems and services, addressing harmful social gender norms, and contributing to programme development. The Programme Analyst will work closely with various stakeholders, including government counterparts, civil society organizations, and other UN agencies, to ensure effective implementation and monitoring of the GBV component of the country programme in alignment with government priorities and UNFPA policies.
Duties and Responsibilities: The Programme Analyst, GBV will be responsible for a wide range of duties, including:
Programme Implementation: Collaborate with the GBV Specialist and team to lead GBV initiatives in partnership with the Ministry of Women’s Affairs and other stakeholders. Implement the strengthening of GBV coordination and case management services, including enhancing GBV administrative data management and scaling up a national GBV database system. Support capacity building for GBV health and case management services to improve quality, timeliness, and accessibility.
Partnerships and Programme Management: Support UNFPA’s GBV programme interventions by monitoring, evaluating, and reporting on implementing partners’ workplans and budgets. Provide timely inputs into GBV programme budgets and expenditures. Participate in GBV partners groups and inter-agency working groups as needed.
Capacity Development: Lead capacity-building initiatives for implementing partners and stakeholders to ensure quality GBV services. Review and provide feedback on training materials and deliver training on GBV concepts and case management. Mentor and coach project staff of implementing partners to apply GBV Guiding Principles.
Monitoring, Reporting, and Evaluation: Support the monitoring of GBV activities through implementing partners and contribute to regular progress reports and donor reports. Ensure compliance with the CO’s M&E framework and advise on gender and GBV-related indicators.
Coordination and Resource Mobilization: Foster positive partnerships with external counterparts for advocacy, technical cooperation, and resource mobilization. Contribute to the development of joint UN proposals related to GBV and ensure accurate communication and reporting with stakeholders.
Required Qualifications: The position requires an advanced (Masters) degree in Development Studies, Gender and/or Social Studies, Public Health, Social Work, or a related field. Candidates should have at least 2 years of increasingly responsible professional experience in gender or gender-based violence, sexual and reproductive health and rights, and international development, with a preference for experience in programme/project management. Proven experience in capacity building, including organizing workshops and delivering training related to GBV, is essential. Candidates should possess strong interpersonal communication skills, experience in developing training materials, and excellent report writing and presentation skills. Prior experience in the UN system is considered an asset.
Educational Background: Candidates must hold an advanced (Masters) degree in a relevant field such as Development Studies, Gender and/or Social Studies, Public Health, or Social Work. This educational background is crucial for understanding the complexities of gender-based violence and the necessary interventions to address it effectively.
Experience: The position requires at least 2 years of progressively responsible professional experience in the field of gender or gender-based violence, sexual and reproductive health and rights, and international development. Experience in programme/project management is preferred, along with a proven track record in capacity building and training related to GBV. Familiarity with national policies and legal frameworks on GBV is advantageous, as is prior experience working within the UN system.
Languages: Fluency in both English and Khmer is required for this position. Proficiency in these languages is essential for effective communication with stakeholders and for the successful implementation of GBV programmes in Cambodia.
