Job Overview:
The General Service position is designed to provide comprehensive administrative and operational support within the ILO Joint Projects Office in Phnom Penh. The incumbent will be responsible for a variety of tasks that include general administration, human resources, finance, travel logistics, and office support. This role requires a proactive approach to integrating and coordinating support services, ensuring smooth office operations, and maintaining effective communication within the work unit and with other units. The position also involves preparing and finalizing correspondence, undertaking quality control of documents, and providing informal translations. The incumbent will work closely with the National Coordinator for Cambodia and other colleagues in the ILO Joint Projects Office, contributing to the overall mission of the ILO in Cambodia.

Duties and Responsibilities:
The duties and responsibilities of the General Service position include:
  • Providing a range of administrative and operational support services, including general administration, HR, finance, and travel logistics.
  • Initiating, processing, reviewing, and following up on administrative actions to ensure compliance with applicable standards.
  • Overseeing and guiding the work of support staff to ensure a smooth flow of office work and information.
  • Preparing, drafting, and finalizing correspondence, including non-routine documents requiring research and understanding of administrative and operational matters.
  • Conducting quality control of outgoing documents for accuracy and compliance.
  • Processing HR administrative actions and providing general HR-related information to staff.
  • Participating in the preparation and control of the work unit's accounts regarding allocations and expenditures.
  • Maintaining the official travel plan of the work unit and coordinating travel arrangements.
  • Organizing and coordinating meetings, workshops, and other events, including secretariat support services. 1
  • Keeping abreast of changes to administrative rules and providing guidance and training to staff. 1
  • Evaluating and proposing improvements to work methods and processes, and performing other relevant duties as assigned.

Required Qualifications:
The required qualifications for the General Service position include:
  • Completion of secondary school education.
  • Training in an area related to general administration, office support, or finance.
  • A minimum of six years of general administration and office support work experience, including providing senior-level support services.
  • Experience working with an enterprise resource planning (ERP) system is essential.
  • Excellent knowledge of English and Khmer, with a working knowledge of another official language of the Organization or an official national language of the duty station.

Educational Background:
The educational background required for this position includes the completion of secondary school education. Additionally, training in areas related to general administration, office support, or finance is preferred to ensure the candidate has the necessary skills and knowledge to perform the duties effectively.

Experience:
Candidates must have a minimum of six years of experience in general administration and office support work. This experience should include providing various senior-level support services, demonstrating the ability to manage complex administrative tasks and work effectively within a team.

Languages:
The position requires excellent knowledge of English and Khmer. A working knowledge of another official language of the Organization or an official national language of the duty station is considered an asset, enhancing communication and collaboration within the diverse work environment.

The contract for this position is short-term, lasting for 7 months, from June 1, 2026, to December 31, 2026, with the possibility of renewal subject to available funds.
