Job Overview:
The Research and Data Analysis Consultant position is crucial for supporting the Cambodia Country Office's research, data analysis, and evidence agenda. The consultant will be responsible for generating, synthesizing, and utilizing high-quality analytical outputs that inform strategic decision-making, design" style="border-bottom: 1px dotted #007bff !important;">program design, policy engagement, and capacity strengthening. This role is particularly important as Cambodia faces challenges related to poverty, food insecurity, and malnutrition, exacerbated by recent crises such as the COVID-19 pandemic and climate shocks. The consultant will work closely with government counterparts and other stakeholders to ensure that the evidence generated aligns with WFP's Country Strategic Plan (CSP) 2024-2028, which aims to promote healthy diets and improve food security through integrated approaches. The consultant will also play a key role in enhancing the analytical capabilities of the Country Office and its partners, ensuring that research and data analysis are conducted with high standards of rigor and ethical considerations.

Duties and Responsibilities:
The consultant will report to the Head of Research, Assessment and Monitoring (RAM) and will have several key responsibilities, including:
  • Evidence Generation & Research: Leading the update and implementation of the Country Office’s evidence and research agenda, identifying priority evidence gaps, and producing high-quality analytical outputs such as research reports and policy briefs.
  • Data Analysis & Quality Assurance: Providing technical support for quantitative and qualitative data analysis, ensuring methodological soundness, and reviewing evidence products for accuracy and coherence.
  • Evidence Use, Learning & Knowledge Translation: Acting as the technical lead in the systematic use of evidence for strategic planning and program adaptation, translating complex findings into actionable insights for diverse audiences.
  • Capacity Strengthening & Technical Support: Leading initiatives to strengthen institutional capacities for evidence generation and use, providing technical coaching and guidance to staff and partners.
  • Coordination & Partnerships: Coordinating analytical efforts across units, supporting resource mobilization, and engaging with government institutions and partners to promote collaborative research.

Required Qualifications:
Candidates must possess an advanced university degree (Master’s or higher) in fields such as economics, statistics, data science, development studies, public policy, social sciences, or a related analytical field. They should have a minimum of 5 years of progressive professional experience in evidence generation, research, data analysis, or analytical advisory roles within humanitarian, development, or public sector contexts. Strong experience in both quantitative and qualitative data analysis is essential, along with demonstrated leadership in analytical and research work. Excellent written and oral communication skills are required, as well as the ability to present findings clearly to diverse audiences. Familiarity with the Southeast Asian context, particularly Cambodia, is considered a strong asset.

Educational Background:
The position requires an advanced university degree (Master’s or higher) in relevant fields such as economics, statistics, data science, development studies, public policy, social sciences, or a related analytical discipline. This educational background is critical for ensuring that the consultant has the necessary theoretical knowledge and analytical skills to perform the duties effectively.

Experience:
Candidates should have at least 5 years of progressive professional experience in roles related to evidence generation, research, data analysis, or analytical advisory within humanitarian, development, or public sector contexts. This experience should demonstrate a strong understanding of both quantitative and qualitative data analysis, as well as the ability to lead analytical projects and produce high-quality evidence products that inform strategic decisions.

Languages:
Fluency in English (level C) is mandatory for this position. Proficiency in additional languages, particularly those relevant to the Southeast Asian region, would be considered an asset but is not required.

The position is classified as an International Consultant (CST level 1) and is based at the WFP Country Office in Cambodia. The contract duration is for 11 months.
