National Consultant - Rehabilitation Services Integration and Disability Inclusion

Job Overview:
The National Consultant will provide essential technical and coordination support to the Ministry of Health and WHO in Cambodia, focusing on the finalization and implementation of the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation in the Health Sector. This role is pivotal in integrating rehabilitation and disability inclusion within primary health care and broader health system reforms. The consultant will work collaboratively with health sector stakeholders to enhance equitable access to health services for persons with disabilities and improve the availability and use of data to inform policy implementation and monitoring. The consultant's work will also involve promoting effective coordination among various health sector stakeholders, ensuring that rehabilitation and disability considerations are incorporated into health financing, service delivery, and social protection reforms. Furthermore, the consultant will support the development of disability-inclusive indicators and reporting mechanisms aligned with Cambodia's digital health transformation agenda, ultimately aiming to improve continuity of care for people with disabilities.

Duties and Responsibilities:
The consultant will be responsible for several key deliverables: 1) Supporting the finalization and implementation of the National Policy and Strategic Plan on Disability Health Equity and Rehabilitation in the Health Sector, including providing technical inputs for policy development and facilitating stakeholder consultations. 2) Strengthening the integration of rehabilitation and disability inclusion within primary health care and health systems reforms by providing technical support for health financing, human resources, and service delivery reforms. 3) Enhancing evidence, monitoring, and information systems for rehabilitation services and disability inclusion by conducting assessments of data flows and reporting systems, and supporting the integration of rehabilitation indicators within health information platforms. The consultant will also be expected to conduct field visits to provinces as necessary to gather data and assess the implementation of policies on the ground.

Required Qualifications:
Candidates must possess a university degree in public health, social care, healthcare planning and management, or a related field. Advanced qualifications relevant to rehabilitation and the health needs of people with disabilities are desirable. Essential qualifications include a minimum of five years of experience in health planning and management, particularly related to disability and rehabilitation in Cambodia. Candidates should demonstrate experience in coordinating across sectors and with various stakeholders, as well as familiarity with health information systems in Cambodia. Good oral and written English language skills are mandatory, while previous experience working with the Ministry of Health and using evidence for policy decision-making is desirable.

Educational Background:
The educational background required for this position includes a university degree in public health, social care, healthcare planning and management, or an equivalent field. Advanced qualifications that are relevant to rehabilitation and the health needs of people with disabilities are considered an asset for candidates applying for this consultancy role.

Experience:
The position requires a minimum of five years of relevant experience in health planning and management, particularly in areas related to social care and community health, with a focus on disability and rehabilitation in Cambodia. Candidates should have a proven track record of working collaboratively with various stakeholders and sectors, as well as experience in developing planning materials and facilitating working groups. Familiarity with health information systems in Cambodia is also essential for this role.

Languages:
Good oral and written English language skills are mandatory for this position. Proficiency in additional languages may be considered an asset but is not explicitly required.

Additional Notes:
The consultancy is expected to be a full-time position with a duration of six months. The consultant will be based onsite at the WHO Country Office in Phnom Penh, Cambodia, and may be required to travel within the country for field visits. The remuneration for this consultancy is set at USD 2500 per month, excluding travel costs. Candidates should be aware that WHO's contracts are conditional on confirming vaccination status as required by WHO before undertaking any assignment.
