The CDHS process began in September 2025, with a focus on developing a questionnaire in consultation with national stakeholders, and includes a comprehensive training program for enumerators and supervisors. This position involves remote work under the supervision of a Senior Technical Consultant, focusing on ensuring that all data outputs meet the highest international standards for quality and coherence. The expert will be responsible for managing CAPI data collection, conducting data cleaning and analysis preparation, and providing capacity building for NIS staff. The role requires a deep understanding of demographic and health survey protocols, as well as expertise in statistical programming and data processing. The expert will also be involved in documenting data processing procedures and ensuring compliance with international guidelines throughout the project duration.
Duties and Responsibilities: The Data Processing Expert will perform several key tasks, including:
CAPI Data Management and Field Quality Control: Ensure smooth remote operation of CAPI data collection, provide technical support for software and tablet maintenance, maintain real-time field check tables, and provide regular data transfers and monitoring reports.
Data Cleaning, Analysis Preparation, and Archiving: Lead the data cleaning process, resolve inconsistencies, manage merging and tabulation processes, prepare final data files for analysis, and execute data anonymization and structuring.
Capacity Building and Documentation: Conduct remote training for NIS staff on advanced data cleaning and statistical analysis techniques, document all data processing procedures, and ensure comprehensive metadata for the final dataset. The expert will also be responsible for producing reports detailing CAPI performance, cleaned data files, and a final contract report summarizing the assignment and key achievements.
Required Qualifications: Candidates must possess an advanced degree (Masters or higher) in demography, statistics, public health, or a related field. Additionally, they should have over 10 years of experience managing large-scale household surveys, with expertise in Demographic and Health Survey protocols and international standards. Proficiency in CAPI, statistical analysis, and data processing using industry-standard software is essential. Experience in survey quality assurance and familiarity with Cambodia's specific DHS context is highly desirable. Strong project management and coordination skills are also required, along with the ability to work effectively under pressure and meet tight deadlines.
Educational Background: The position requires an advanced degree (Masters or higher) in demography, statistics, public health, or a related field. Candidates with additional skills in survey ICT will be preferred. This educational background is crucial for understanding the complexities of demographic and health surveys and for effectively managing data processing tasks.
Experience: The ideal candidate should have over 10 years of experience in managing and providing technical support for large-scale household surveys. This experience should include deep expertise in Demographic and Health Survey protocols and international standards, as well as a proven ability to handle the end-to-end survey process from design to final analysis. Familiarity with CAPI and statistical programming is also essential for this role.
Languages: Fluency in English is required for this position, as it is the primary language of communication within the organization. Knowledge of the Khmer language is considered an asset, as it may facilitate better communication with local stakeholders and enhance the effectiveness of the data collection process.
Additional Notes: The contract period for this position is from June to December 2026, with an estimated total level of effort of approximately 80 working days. The consultant will work remotely and must be available during reasonable working hours that overlap with the Phnom Penh time zone (UTC+7) to facilitate communication with the UNFPA team and NIS counterparts. Payment will be made in installments based on the satisfactory completion of agreed deliverables, and the contract is results-based, meaning that payments are tied to successful delivery of outputs in a quality manner.
