Job Overview: The Programme Associate – Reporting position at WFP is crucial for the effective implementation of the Home-Grown School Feeding Programme (HGSFP) in Cambodia. The role involves drafting comprehensive donor reports, supporting technical assistance, and managing operations related to school feeding initiatives. The Programme Associate will work closely with various units within WFP, including programme management, finance, logistics, and monitoring and evaluation, to ensure that donor requirements are met and that the programme's achievements are effectively communicated. This position requires a proactive approach to collaboration with government and NGO partners, ensuring that all aspects of the school feeding programme are aligned with WFP's strategic goals and operational guidelines. The Programme Associate will also engage in advocacy and communication efforts to promote the programme's objectives and successes, contributing to the overall mission of WFP in Cambodia.
Duties and Responsibilities: The duties and responsibilities of the Programme Associate include:
Reporting: Drafting comprehensive donor reports, including work plans and annual reports, ensuring compliance with donor requirements. Coordinating with various WFP units to gather necessary inputs and manage report deadlines. Preparing internal reports and communication materials.
Programme Technical Assistance Support: Supporting the implementation of the HGSFP, providing administrative support, and tracking progress. Engaging with the Ministry of Education to develop training tools and disseminate information on the programme.
Programme Operation and Administration Support: Preparing Field Level Agreements, reviewing reports from partners, and ensuring compliance with WFP regulations. Planning for food dispatch and cash transfer processes.
Project Performance Tracking: Liaising with staff to track project progress and budget utilization, organizing coordination meetings, and analyzing data for performance tracking.
Other Responsibilities: Acting as a focal point for gender mainstreaming, supporting school feeding events, and performing other duties as required.
Required Qualifications: Candidates must possess a minimum of six years of experience in education, social protection, or development sectors, including project management. Proficiency in Microsoft Office and familiarity with school programme operations, reporting, and monitoring processes are essential. Knowledge of UN rules and regulations is an asset. Candidates should demonstrate strong communication skills and the ability to work collaboratively with various stakeholders.
Educational Background: The minimum educational requirement for this position is the completion of secondary school education. A post-secondary certificate in a related functional area is desirable, providing candidates with a foundational understanding of the principles and practices relevant to the role.
Experience: The position requires a minimum of six years of relevant experience in fields such as education, social protection, or development sectors. Candidates should have a proven track record in project management and familiarity with operational processes within humanitarian or development contexts. Experience working with diverse stakeholders at national and sub-national levels is also important.
Languages: Fluency in both oral and written English is mandatory for this position. Proficiency in additional languages may be considered an asset, enhancing communication with various partners and stakeholders involved in the programme.
Additional Notes: This position is a WFP Service Contract at Grade SC-6, with a duty station in Phnom Penh, Cambodia. The contract duration is from 1 September 2026 to 31 August 2027, with the possibility of extension based on performance and available funding. The role is open to nationals from Cambodia only.
