Job Overview:
The Consultant will play a pivotal role in the second phase of the Strengthening Teacher Education Programmes in Cambodia (STEPCam Phase II), which is supported by the Global Partnership for Education (GPE). This phase aims to enhance digital transformation in Cambodia's education system by effectively utilizing digital tools for quality teaching and learning. The Consultant will provide technical support for the establishment and operationalization of the EdTech Innovation Hub at the Phnom Penh Teacher Education College (PTEC). This hub is designed to promote research and innovation in educational technology, artificial intelligence, and digital transformation, thereby enhancing the competencies of teachers and teacher educators in Cambodia. The Consultant will work closely with various stakeholders, including the Ministry of Education, Youth and Sport (MoEYS), technical departments, and development partners, to ensure the successful implementation of the hub's objectives and activities.

Duties and Responsibilities:
The Consultant's responsibilities will include providing strategic technical support for the establishment and daily operations of the EdTech Innovation Hub, leading capacity-building initiatives, and facilitating partnerships for resource mobilization. Specific tasks will involve advising on the recruitment of management personnel, conducting training sessions for MoEYS technical departments and EdTech Hub personnel, developing operational and capacity-building plans, and ensuring the sustainability of the hub. The Consultant will also be responsible for providing technical advice on the development of new ICT and AI continuing professional development (CPD) courses, ensuring alignment with national standards and educational objectives. Additionally, the Consultant will oversee the procurement of necessary infrastructure and equipment for the hub and support the development of a digital knowledge platform for research outputs.

Required Qualifications:
Candidates must possess a Master’s degree in educational technology, digital pedagogies, teacher education, or related fields. They should have at least 10 years of international experience in educational technology, capacity building, and institutional development within the education sector. Experience working with government officials and technical departments is essential, along with a strong background in advancing digital pedagogies and educational technology. Knowledge of practical applications of technology and AI in education, particularly in lower-resourced contexts, is desirable. Familiarity with UN, World Bank, or international NGO operations in education policy and planning is also beneficial.

Educational Background:
A Master’s degree in educational technology, digital pedagogies, teacher education, or other relevant technical fields is required for this position. This educational background is essential to ensure that the Consultant has the necessary theoretical knowledge and practical skills to effectively contribute to the digital transformation of education in Cambodia.

Experience:
The position requires a minimum of 10 years of demonstrated international experience in the fields of educational technology, digital pedagogies, teacher education, and capacity building. Candidates should have a proven track record of working collaboratively with government entities and stakeholders to strengthen institutional capacities in the education sector. Experience in providing technical support for digital pedagogies and educational technology initiatives is crucial, as is familiarity with the challenges and opportunities present in lower-resourced educational contexts.

Languages:
Fluency in written and spoken English is mandatory for this position. Candidates should possess excellent drafting skills to prepare high-quality technical and policy documents. Proficiency in additional languages may be considered an asset but is not required.

Additional Notes:
The contract duration is for 11 months, tentatively from July 2026 to May 2027, during which the Consultant is expected to provide technical assistance for 140 working days. The Consultant will be required to undertake at least two mission trips to Cambodia, spending a minimum of 10 working days in-country for each trip. In-person work sessions will be held at the EdTech Innovation Hub or PTEC, with the possibility of working from the UNESCO Phnom Penh Office. The Consultant must provide their own tools and equipment, while UNESCO will facilitate necessary working conditions, including access to internet and office space.
