Job Overview:
The position involves two main tasks: the finalization of the Operational Guidance Note on One Stop Service Units (OSSU) for survivors of gender-based violence (GBV) in Cambodia, and the design of a training package based on this guidance note. The consultant will work closely with two national consultants, providing technical oversight and feedback while gathering information to incorporate into the developed materials. The consultant is expected to have expertise in GBV, sexual and reproductive health and rights (SRHR), and medico-legal services, particularly in the health sector response to GBV. The role requires coordination with national consultants and stakeholders to ensure the guidance note aligns with international standards and practices.

Duties and Responsibilities:
The consultant will undertake the following duties:
  • Review and consolidate the draft Operational Guidance Note on OSSU, ensuring alignment with national and international standards.
  • Collaborate with national consultants to incorporate feedback from stakeholders into the guidance note.
  • Finalize the guidance note for submission to relevant ministries and the national technical GBV working group.
  • Develop a training package based on the consolidated OSSU guidance note, integrating best practices and health sector responses to GBV.
  • Support national consultants in rolling out the training package across selected provinces.
  • Conduct meetings with government agencies and stakeholders to finalize the guidance note and training materials.
  • Provide technical support and mentorship to national consultants during the training rollout.

Required Qualifications:
Candidates must possess at least five years of experience in GBV and sexual reproductive health program development. They should demonstrate strong knowledge of medico-legal procedures in Cambodia or the region, and have expertise in GBV multi-sectoral response mechanisms. Experience in health sector responses to GBV is essential, along with a proven understanding of national policies and legal frameworks related to GBV. Candidates should also have experience in designing training packages for national governments and working collaboratively with local experts.

Educational Background:
A Master’s degree in gender studies, social work, public health, or a related field is required for this position. This educational background should provide the necessary theoretical and practical knowledge to effectively address issues related to gender-based violence and sexual and reproductive health.

Experience:
The consultant should have a minimum of five years of relevant experience, particularly in working with GBV and sexual reproductive health programs. Familiarity with the Cambodian context or South Asia is preferred, along with proven experience in designing high-quality training packages that align with local needs and international standards.

Languages:
Fluency in English is mandatory for this position. Proficiency in Khmer or other relevant languages would be considered an asset but is not required.

Additional Notes:
This consultancy is expected to commence in March 2026 and conclude by June 30, 2026, with a total of 28 estimated workdays. The consultant will be compensated based on the successful completion of deliverables, with payments made upon acceptance of each deliverable. The position allows for remote work, and the consultant will be expected to coordinate with national consultants and UNFPA staff through virtual meetings.
