Job Overview: The Technical Officer position is designed to provide hands-on technical implementation support for the Strengthening Infectious Disease Detection Systems (STRIDES) Activity in Cambodia, particularly focusing on global healthsecurity" style="border-bottom: 1px dotted #007bff !important;">security (GHS) initiatives. This role requires close collaboration with STRIDES colleagues, government bodies, and various partners to ensure that interventions are of high quality and adhere to global standards and guidelines. The Technical Officer will be responsible for supporting technical requirements in project design, program quality assurance, and evaluation. They will implement and monitor strategic technical initiatives and planned activities, providing technical guidance to address challenges and improve implementation quality. Additionally, the Technical Officer will contribute to the development of knowledge products, including reports, technical materials, and presentations, while working closely with project and global teams.
Duties and Responsibilities: The Technical Officer will have a comprehensive set of duties and responsibilities, including providing day-to-day GHS technical support to the STRIDES project in Cambodia, assisting in the development and dissemination of tools, materials, reports, and papers for research projects. They will work closely with STRIDES Cambodia project staff to ensure activities are implemented according to standard operating procedures, assist with publications and presentations, and conduct literature searches on evolving GHS issues. The officer will monitor and maintain protocols, instruments, data sets, manuals, training materials, and reports related to STRIDES Cambodia technical areas. They will respond to requests from internal and external staff, develop technical briefs and reports, assist with the implementation of technical/research studies, and conduct analyses of STRIDES implementation to identify areas for improvement. The Technical Officer will also support project design implementation, client support, operations management, project/program reporting, and quality assurance, ensuring that all technical project activities align with work plans and regulatory requirements.
Required Qualifications: Candidates must possess a Bachelor's Degree or its international equivalent in fields such as Public Health, Epidemiology, Disease Control, Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or a related field. Additionally, candidates should have a strong understanding of technical support concepts and practices, as well as proficiency in database management software and online search tools. Cultural sensitivity and an understanding of political, contextual, and ethical issues in assigned areas are essential. Candidates must be articulate, professional, and able to communicate effectively with clients and staff, demonstrating excellent organizational and analytical skills.
Educational Background: The educational background required for this position includes a Bachelor's Degree or its international equivalent in relevant fields such as Public Health, Epidemiology, Disease Control, Civil Society, Communication and Social Marketing, Economic Development, Education, Environment, Gender, Health, Nutrition, Research, Technology, Youth, or a related field. This educational foundation is crucial for understanding the complexities of global health security and the technical requirements of the STRIDES project.
Experience: Typically, candidates should have at least 4+ years of relevant experience managing data collection and providing technical assistance. Prior work experience in a non-governmental organization (NGO), government agency, or private company is highly desirable. This experience is essential for understanding the operational and technical aspects of the STRIDES project and for effectively contributing to its goals.
Languages: Fluency in English and Khmer is mandatory for this position, as effective communication with local stakeholders and international partners is crucial. Additional language skills may be considered an asset, enhancing the candidate's ability to engage with diverse communities and stakeholders.
Additional Notes: This position does not have supervisory responsibilities and reports to the STRIDES Cambodia Technical Advisor. The role may require travel, estimated at 10% - 25%. The work environment is typical of an office setting, with the ability to spend long hours on a computer and perform repetitive tasks.
