Job Overview:
The Technical Advisor position within the STRengthening Infectious Disease DEtection Systems (STRIDES) activity in Cambodia is a critical role that involves providing technical guidance on Global Health security" style="border-bottom: 1px dotted #007bff !important;">Security (GHS) aspects of STRIDES implementation. The advisor will be responsible for supporting and improving policies, project activities, and service delivery. This role requires the individual to authorize and approve technical portions of project designs, ensuring alignment with the strategic direction set by both STRIDES Cambodia and STRIDES US technical leadership teams. The advisor will also manage professional staff and lead various STRIDES activities, ensuring that project implementation is on track with established work plans. The position demands close collaboration with operational, finance, technical, and monitoring, evaluation & learning (MEL) teams to oversee project timelines, implementation, budgets, and reporting of GHS activities in Cambodia. The advisor will leverage their technical expertise to inform project implementation and ensure that all activities adhere to best practices and contractual obligations.

Duties and Responsibilities:
The Technical Advisor will have a comprehensive set of responsibilities including: providing technical leadership on GHS activities, managing day-to-day technical and operational activities of STRIDES Cambodia, tracking delivery of STRIDES outputs, monitoring staff members’ Level of Effort (LOE) needs, coordinating technical assistance requests, leading the design and implementation of innovative technical strategies, developing tools for GHS activities, ensuring compliance with best practices, supervising junior staff and subcontractors, drafting financial and technical reports, and preparing presentations for partners and clients. The advisor will also be responsible for quality assurance of GHS technical deliverables, identifying areas for efficiency improvements, and ensuring timely technical support for field projects. The role requires strong problem-solving skills and the ability to manage projects effectively while maintaining high standards of performance.

Required Qualifications:
Candidates must possess a Master’s Degree or its international equivalent in Public Health, Epidemiology, Microbiology, Laboratory Sciences, or a related field. A Project Management (PM) Certification is preferred. The role requires a strong understanding of GHS activities and operational processes, as well as the ability to manage projects and set realistic priorities. Proficiency in writing and verbal communication is essential, along with relevant computer software skills, particularly in Microsoft Office applications. The advisor must demonstrate good judgment in selecting methods and techniques for problem-solving and must be able to work independently while coordinating with various teams.

Educational Background:
The educational background required for this position includes a Master’s Degree or its equivalent in a relevant field such as Public Health, Epidemiology, Microbiology, or Laboratory Sciences. This advanced education is crucial for understanding the complexities of GHS and the technical aspects of project implementation. Additional certifications in project management are advantageous and may enhance a candidate's qualifications for the role.

Experience:
The position typically requires 8 or more years of relevant experience in the technical implementation of large projects or programs. Candidates should have documented experience in providing technical assistance, capacity building, and business development within the specific technical domain. Prior work experience in a non-governmental organization (NGO), government agency, or private organization is essential, with a preference for candidates who have experience in international or domestic program development or management.

Languages:
Fluency in English is mandatory, both written and spoken, as it is essential for communication with international teams and stakeholders. Proficiency in Khmer is also required, as it is necessary for effective engagement with local partners and communities. Additional language skills may be considered an asset but are not mandatory for this position.

This position may involve a travel requirement of 10% to 25%. The job is based in a typical office environment, and candidates should be prepared for the physical demands of the role, including the ability to sit and stand for extended periods and perform repetitive tasks on a computer.
