Job Overview:
The Consultant – Protection & Inclusion (PI) position at WFP Cambodia is designed to support the operationalization of protection and inclusion commitments within the framework of the WFP Cambodia Country Strategic Plan (CSP) 2024-202
  • This role is crucial in ensuring that WFP's interventions are safe, dignified, inclusive, and accessible, particularly for marginalized groups such as women, persons with disabilities, and ethnic minorities. The consultant will work closely with senior staff to analyze and support programmatic efforts, coordinate activities, and establish accountability mechanisms that align with WFP’s Gender Policy and other commitments. The position offers an opportunity to engage in meaningful work that directly impacts the lives of vulnerable populations, contributing to the overarching goal of achieving zero hunger in Cambodia. The consultant will be involved in various aspects of project management, data gathering, and reporting, ensuring that protection and inclusion are integrated into all program areas.

Duties and Responsibilities:
The duties and responsibilities of the Consultant – Protection & Inclusion include:
  • Contributing to the development of Gender, Protection, and Inclusion (GPI) components for selected projects, ensuring alignment with WFP’s policies and the CSP.
  • Providing project management and coordination support for GPI-related activities within social protection, food systems, and disaster risk management.
  • Supporting data gathering, monitoring, and reporting systems to ensure the consistent inclusion of PI indicators across program areas.
  • Assisting in researching and analyzing protection and inclusion issues relevant to WFP programs, focusing on barriers faced by marginalized groups.
  • Preparing accurate and timely reports, briefing notes, and analytical products for internal and external stakeholders.
  • Liaising with internal counterparts to support effective coordination on PI integration.
  • Engaging with government entities, civil society groups, and disability networks to promote inclusive program approaches.
  • Assisting in capacity-strengthening activities for WFP staff and partners, including preparing training materials.
  • Providing guidance on GPI queries and documentation needs. 1
  • Supporting accountability and protection-related tasks, including community engagement and feedback mechanisms. 1
  • Performing other duties as required, including support to emergency response and GPI mainstreaming for new initiatives.

Required Qualifications:
The required qualifications for the Consultant – Protection & Inclusion position include:
  • Advanced university degree in Social Sciences, Environmental Sciences, International Development, Rural Development, Communications, Gender Studies, or related fields. A first-level degree with additional relevant experience may also be considered.
  • Minimum of 3 to 5 years of relevant experience in protection, disability inclusion, accountability to affected populations (AAP), or related cross-cutting areas.
  • Experience in supporting basic research, analysis, or field assessments related to social inclusion and community engagement.
  • Proven experience in project coordination, reporting, or evidence generation in NGOs, UN agencies, or civil society.
  • Familiarity with working with vulnerable groups, including women and persons with disabilities, is an asset.
  • Basic experience with data collection or monitoring and evaluation systems is desirable.
  • Ability to work collaboratively in multicultural and multi-stakeholder environments.

Educational Background:
Candidates must possess an advanced university degree in relevant fields such as Social Sciences, Environmental Sciences, International Development, Rural Development, Communications, or Gender Studies. A first-level degree may be acceptable if accompanied by additional relevant experience, indicating a strong foundation in the necessary academic disciplines to effectively engage in the responsibilities of the role.

Experience:
The position requires a minimum of 3 to 5 years of relevant experience in areas such as protection, disability inclusion, and accountability to affected populations. This experience can include internships or volunteer work, and should demonstrate a solid understanding of social inclusion, community engagement, and design" style="border-bottom: 1px dotted #007bff !important;">program design. Candidates should have experience in project coordination, reporting, and evidence generation, ideally within NGOs, UN agencies, or government sectors. Familiarity with vulnerable groups and basic data collection or monitoring and evaluation systems is also beneficial.

Languages:
Fluency in English is mandatory, as it is the working language of WFP. Knowledge of Khmer or other local languages is considered an asset, as it can enhance communication and engagement with local communities and stakeholders.
