Job Overview:
The Associate Logistics Management Officer position is integral to the Cambodia Resident Mission (CARM) within the Southeast Asia Department (SERD) of ADB. This role is focused on enhancing the operational efficiency of the resident mission through effective administrative management, logistics coordination, and mission support. The officer will be responsible for ensuring that all logistical arrangements for official missions are executed smoothly, including visa processing, transportation, and other administrative requirements. The position requires a proactive approach to maintaining mission tracking databases and disseminating information to support operational readiness. The officer will also play a key role in coordinating workshops, seminars, and official events, ensuring compliance with ADB procedures. This position is essential for fostering collaboration among diverse teams and external partners, contributing to the overall mission of ADB to alleviate poverty and promote sustainable development in the Asia-Pacific region.

Duties and Responsibilities:
The duties and responsibilities of the Associate Logistics Management Officer include:
  • Providing operational coordination support for headquarters and field missions to Cambodia, including mission clearance, scheduling, and internal coordination within CARM.
  • Maintaining and regularly updating mission tracking databases and disseminating mission information to support planning and operational readiness.
  • Coordinating logistical arrangements for official missions, including visas, transportation, and related administrative requirements, in accordance with ADB guidelines.
  • Serving as a designated coordination contact for visiting missions, in consultation with relevant international staff.
  • Providing administrative and logistics support for resident mission operations, including office administration, facilities coordination, and service provider liaison.
  • Coordinating logistical arrangements for workshops, seminars, and official events, including participant coordination and documentation.
  • Liaising with service providers (e.g., travel, visa, transport) and providing operational information to HQ and RM staff on local administrative requirements.
  • Assisting in institutional and project-related procurement, contract administration, and related recruitments.
  • Supporting the SFAO and CARM Management Team in coordinating safety and security" style="border-bottom: 1px dotted #007bff !important;">security arrangements, including liaison with UNDSS and relevant ADB units. 1
  • Providing administrative and coordination support to the SFAO on finance and budget-related matters, including follow-up with HQ and RM staff. 1
  • Contributing inputs to budget preparation and monitoring, and assisting in tracking administrative expenditures against approved workplans. 1
  • Supporting administrative procurement processes through preparation of documentation and coordination. 1
  • Undertaking additional coordination responsibilities as assigned by the CARM Management Team and SFAO, consistent with the role's functional accountability and annual workplan.

Required Qualifications:
The qualifications required for the Associate Logistics Management Officer position include:
  • A Bachelor's degree in business administration, finance, accounting, management, or related fields, preferably with advanced training.
  • At least 5 years of relevant work experience in office management, logistics, operations coordination, or finance and accounting roles.
  • Proficiency in computer-based applications, particularly the Microsoft Suite.
  • Experience in management support, general office management, personnel and budget-related matters.
  • Experience networking with counterparts from the government and other organizations, especially international development agencies.
  • Familiarity with the local language, institutions, and practices; and the structure of legislative and administrative bodies within the Government of Cambodia.
  • Proven experience working collaboratively with staff from diverse backgrounds and external partners.
  • Proficiency in verbal and written skills in English.

Educational Background:
The educational background required for this position includes a Bachelor's degree in business administration, finance, accounting, management, or related fields. Advanced training in these areas is preferred, indicating a higher level of expertise and knowledge that would be beneficial for the role.

Experience:
The position requires at least 5 years of relevant work experience. This experience should encompass areas such as office management, logistics, operations coordination, or finance and accounting roles. The candidate should demonstrate a strong background in administrative support and coordination, showcasing their ability to manage multiple tasks effectively and efficiently.

Languages:
Proficiency in English is mandatory for this position, both in verbal and written communication. Familiarity with the local language of Cambodia is also beneficial, as it enhances the ability to liaise with local stakeholders and navigate the local administrative landscape.

Additional Notes:
This appointment is open to both internal and external applicants and is classified as a local staff position. It is specifically open to nationals and permanent residents of Cambodia. The position is a fixed-term appointment with the option to renew, initially for a period of up to 3 years or until the Normal Retirement Date (NRD), whichever comes first. After the initial fixed-term period, ADB may choose to renew the appointment for up to an additional 3 years, depending on various factors including the need for the specific skills and experience of the staff member, available funding, and performance. It is important to note that this appointment is not convertible to a regular appointment.
