Job Overview: The Finance Officer position is crucial for the effective financial management of the IOM mission in Cambodia. The incumbent will work under the overall supervision of the Chief of Mission and the direct supervision of the Head of Resources Management. This role involves providing comprehensive support on all finance-related matters, including budgeting, accounting, project monitoring, reporting, and procurement. Duties and Responsibilities: The Finance Officer will have a wide range of responsibilities, including but not limited to: providing procedural guidance to managers and staff; supervising and training finance support staff; preparing budget, accounting, and financial reports; managing financial resources by monitoring assets, reserves, and funds; providing specialized advice to project managers and heads of offices; preparing annual budget submissions and revisions; ensuring compliance with financial policies; consolidating data into financial statements; assisting in monitoring expenditures; managing payroll and ensuring proper documentation for disbursements; responding to audit queries; reviewing vendor accounts; and performing other related duties as required. This role demands a high level of attention to detail and the ability to manage multiple tasks efficiently while adhering to IOM's financial regulations.
Required Qualifications: Candidates must possess a high school diploma with seven years of relevant experience or a bachelor's degree in Business Administration, Accounting, Finance, or a related field with five years of relevant professional experience. Additionally, candidates should have proficiency in Microsoft Office applications, particularly Word, Excel, and PowerPoint. Experience with ORACLE is considered a distinct advantage. The ideal candidate will also demonstrate strong organizational skills, attention to detail, and the ability to work in a multi-cultural environment. Previous experience with international humanitarian organizations or government institutions is highly desirable.
Educational Background: The educational requirements for this position include a high school diploma combined with extensive relevant experience or a bachelor's degree in a relevant field such as Business Administration, Accounting, or Finance. Candidates must have graduated from accredited universities recognized by the UNESCO World Higher Education Database, ensuring that their educational background meets international standards.
Experience: The Finance Officer position requires a minimum of five years of relevant professional experience for candidates with a bachelor's degree, or seven years for those with a high school diploma. Candidates should have a proven track record in financial management, budgeting, and accounting, preferably within international organizations or humanitarian settings. Experience with financial software, particularly ORACLE, is advantageous, as is familiarity with International Public Sector Accounting Standards (IPSAS).
Languages: Fluency in Khmer and English is mandatory, both oral and written. Candidates will be evaluated on their language proficiency during the selection process, which may include written and/or oral assessments. Knowledge of additional languages, particularly French or Spanish, is considered a plus, as IOM operates in multiple languages and values linguistic diversity.
Additional Notes: This position is subject to local recruitment, meaning that only candidates holding a valid residence and work permit for Cambodia will be considered. The appointment is contingent upon funding confirmation and the candidate's medical fitness for the role. The selection process may also be used to fill similar positions in various duty stations, and recommended candidates will remain eligible for appointment in similar roles for a period of 24 months.
