Job Overview: The consultant will play a crucial role in supporting the development and implementation of case management Standard Operating Procedures (SoPs) and technical guidelines under the supervision of the Chief of Mission in Cambodia and the Programme Officer. The position involves leading and facilitating technical oversight related to case management work, contributing to broader protection programming, and enhancing the capacity of the IOM protection team and implementing partners (IPs). The consultant will assess existing case management practices, develop SoPs, revise necessary documentation, and ensure alignment with global standards. Additionally, the consultant will provide ongoing technical support and mentorship to IOM staff and IPs, strengthen referral mechanisms, and lead capacity-building initiatives for the IOM team and its partners. The role also includes preparing reports and documentation related to protection activities for various stakeholders.
Duties and Responsibilities:
Assess the capacity of the IOM protection team and implementing partners in case management.
Review existing case management practices and develop case management SoPs.
Revise intake forms, consent forms, case tracking systems, and data protection protocols to ensure alignment with global standards.
Lead case conferences and provide ongoing technical support and mentorship to IOM staff and IPs to ensure quality and ethical case management.
Support the strengthening of referral mechanisms with IOM IPs and key stakeholders.
Lead the development and delivery of capacity-building initiatives for the IOM team and its partners on case management.
Develop and disseminate guidance notes, training materials, and documentation of best practices to support continuous learning and institutional memory.
Ensure ethical management and confidentiality of case management-related data through training, supervision, and adherence to data protection protocols.
Prepare and contribute to reports, briefings, and background notes on protection-related activities for internal use, donors, and external stakeholders. 1

Required Qualifications:
Extensive experience in developing and contextualizing case management SoPs, tools, and technical guidance.
Proven experience in developing training materials and delivering case management training.
Experience in counter-trafficking case management, gender-based violence (GBV), child protection, and assisted voluntary return and reintegration (AVRR), particularly in providing support to returnees.
Proficiency in using MiMOSA and office software packages (MS Word, Excel, etc.), along with knowledge of spreadsheet and data analysis.
Experience in liaising with governmental authorities, national/international institutions, NGOs, and local actors.
Experience in similar roles within the region is considered a strong asset.
Educational Background: A Master’s degree in Humanitarian Affairs, Political Science, Law, Human Rights, Development Studies, Psychology, Social Science, or a related field from an accredited academic institution is required for this position.
Experience: The position requires extensive experience in relevant fields, particularly in developing case management SoPs and training materials. Candidates should have a strong background in counter-trafficking, GBV, child protection, and AVRR, with a proven track record of working in similar roles in the region being a significant advantage.
Languages: Fluency in English is mandatory for this position, while a working knowledge of Khmer is considered an added value. Proficiency in additional languages may also be beneficial but is not explicitly required.
