Job Overview: The Project Assistant position is crucial for the effective implementation, monitoring, and evaluation of projects under the Labour Mobility and Social Inclusion (LMI) Unit in Cambodia. The role is designed to provide comprehensive administrative, logistical, and data management support to ensure that project activities align with IOM's policies and procedures. The Project Assistant will work closely under the guidance of the Chief of Mission and the direct supervision of the National Project Officer, contributing to the successful execution of various project initiatives. This position requires a proactive approach to problem-solving and the ability to manage multiple tasks efficiently, ensuring that all project activities are carried out smoothly and effectively. The Project Assistant will also play a key role in compiling and presenting data, monitoring budgets, and facilitating communication between various stakeholders involved in the projects.
Duties and Responsibilities: The Project Assistant will be responsible for a wide range of duties, including but not limited to: assisting in the implementation and monitoring of project activities; retrieving, compiling, summarizing, and presenting information and data on specific project topics; monitoring project budgets, verifying the availability of funds, obtaining necessary approvals, and updating budget-related information; supporting administrative coordination of project implementation by liaising with diverse organizational units and external parties; drafting status reports to identify shortfalls in delivery and bringing them to the attention of the supervisor; drafting correspondence, reports, briefing notes, graphics, statistical tables, presentations, and other forms of documentation; organizing meetings, workshops, and training sessions; responding to general information requests and inquiries; setting up and maintaining files and records; and performing other related duties as assigned.
Required Qualifications: Candidates must possess a school diploma with four years of relevant experience or a Bachelor’s degree in Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields from an accredited academic institution with two years of relevant professional experience. Accredited universities are those listed in the UNESCO World Higher Education Database. The ideal candidate should demonstrate strong communication and interpersonal skills, excellent drafting, analytical, and coordination skills, and a strong familiarity with project management methodologies and best practices in the development/migration sector.
Educational Background: The educational background required for this position includes either a school diploma with four years of relevant experience or a Bachelor’s degree in a relevant field such as Political or Social Sciences, International Relations, Development Studies, Migration Studies, Human Rights, Law, or related fields. The degree must be from an accredited academic institution, ensuring that candidates have a solid foundation in the principles and practices relevant to the role.
Experience: Candidates should have experience working on projects related to labour migration, skills development, referral to employment opportunities, ethical recruitment practices, and social development. Additionally, experience in project implementation, monitoring and evaluation, and organizing and facilitating meetings, workshops, trainings, and events is essential. The role also requires experience in liaising with governmental authorities, national/international institutions, United Nations agencies, and non-governmental organizations. Experience working with migrants, refugees, internally displaced persons, victims of trafficking, and other vulnerable groups is highly valued. Prior work experience with international humanitarian organizations, non-government or government institutions/organizations in a multi-cultural setting is considered an advantage.
Languages: Fluency in English and Khmer is required, both oral and written. IOM’s official languages include English, French, and Spanish, and proficiency in these languages may be evaluated during the selection process, which could include written and/or oral assessments.
Additional Notes: This position is subject to local recruitment, and only candidates holding a valid residence and work permit for Cambodia will be eligible for consideration. Any offer made to the candidate is contingent upon funding confirmation. The selection process may be used to staff similar positions in various duty stations, and recommended candidates will remain eligible for appointment in a similar position for a period of 24 months. Appointment will also be subject to certification that the candidate is medically fit for appointment, verification of residency, visa, and authorizations by the concerned Government, where applicable.
