Job Overview:
The Programme Policy Officer (Senior Business Analyst) position is crucial for WFP's operations in Syria, particularly in the context of the ongoing humanitarian crisis that has left millions food insecure. The role involves leading the Assurance Analytics team within the Operations Planning, Assurance and Coordination (OPAC) unit, focusing on the design and implementation of analytical products that support decision-making and operational efficiency. The Senior Business Analyst will work closely with various stakeholders to ensure that data insights inform program policies and operational practices, bridging the gap between headquarters and field operations. This position requires a strong analytical mindset, the ability to simplify complex data into actionable insights, and a commitment to maintaining high ethical standards in data governance. The successful candidate will also play a key role in capacity building within the team, fostering a collaborative and innovative work environment.

Duties and Responsibilities:
  • Utilize data insights to contribute to the formulation of WFP-wide program policies and translate these into country-level practices.
  • Develop program guidance and implementation modalities to ensure alignment between HQ and field operations.
  • Provide advice and support to management and field offices on complex issues to ensure consistency with WFP policies.
  • Establish operational partnerships to enhance assistance packages and support advocacy efforts.
  • Lead the documentation and development of user guides for OPAC products, ensuring compliance with corporate visualization standards.
  • Ensure adherence to WFP’s data governance and privacy policies, safeguarding sensitive information.
  • Act as the primary liaison between stakeholders and OPAC, translating inputs into actionable business requirements.
  • Maintain and enhance Syria’s management dashboard, ensuring it meets the evolving needs of operational teams.
  • Collaborate with various teams to develop forecasting models and support informed decision-making. 1

  • Supervise junior analysts, providing guidance and fostering skills development. 1
  • Facilitate knowledge-sharing sessions to promote OPAC services and improve user engagement.

Required Qualifications:
Candidates must possess a strong background in data analysis, business intelligence, or monitoring and evaluation, ideally within humanitarian or development settings. Proven leadership experience in managing analytical projects and multidisciplinary teams is essential. Candidates should demonstrate a track record of using data to inform humanitarian responses and strategy design. Technical proficiency in data analysis tools such as Python, R, SQL, and data visualization platforms like Tableau or Power BI is required. Familiarity with documentation and version control tools like Git/GitHub is also necessary. Experience with geospatial data and predictive analytics is desirable but not mandatory.

Educational Background:
An advanced university degree (Master’s or equivalent) in Data Science, Mathematics, Statistics, Economics, Public Health, Computer Science, or a related quantitative field is required. Alternatively, a first university degree with additional years of relevant work experience may be considered sufficient.

Experience:
Candidates with a master’s degree should have at least five years of professional experience in data analysis or related fields. Those with a bachelor’s degree should have at least seven years of relevant experience. Experience in leading full-cycle analytical projects and managing or mentoring teams is crucial. A background in formulating policies and operational documents is also important, along with a proven ability to use data for real-time humanitarian response and program evaluation.

Languages:
Fluency in English and Arabic is mandatory, with a strong command of both languages required for effective communication and reporting.

Additional Notes:
The position is a Service Contract with a duration of 12 months, based in Damascus, Syria. The role is full-time and requires collaboration with various teams within WFP.
