Job Overview:

Reporting to the Programme Director, the HAS Manager is responsible for developing and implementing security strategies and procedures that align with the organization's operational goals. This position requires a proactive approach to risk management, ensuring that security measures are in place to protect staff and beneficiaries while facilitating access to humanitarian aid. The HAS Manager will also be involved in strategic planning, operational implementation, and capacity building within the organization, making it essential for the candidate to possess strong leadership and analytical skills. The role is vital in navigating the complex security landscape in Syria, where humanitarian needs are significant and the operational environment is challenging.

Duties and Responsibilities:
The duties and responsibilities of the Humanitarian Access & Security Manager include:
  • Developing and implementing the Access and Security component of the operational strategy, including risk analysis and action plans.
  • Ensuring adherence to HI’s security framework and policies, and updating them as necessary.
  • Monitoring the humanitarian context and identifying obstacles to access, while suggesting improvements.
  • Conducting security analyses and providing recommendations for risk mitigation.
  • Planning operations and defining security frameworks for various activities.
  • Managing incidents and crises, including analysis and reporting.
  • Assessing training needs and implementing a training plan for staff on security and humanitarian access.
  • Providing ongoing training and support to security staff and promoting a culture of safety within the organization.
  • Coordinating with external organizations and stakeholders regarding security matters. 1
  • Mobilizing resources and adapting processes during emergency responses.

Required Qualifications:
Candidates must possess at least 4 years of professional experience in security and access management, with a minimum of 2 years in a managerial role overseeing security operations across multiple bases. Strong team management and organizational skills are essential, along with a high level of autonomy and initiative. Interpersonal and intercultural skills are crucial for effective communication and collaboration in a diverse environment. Candidates should demonstrate a solid understanding of security protocols and risk management strategies, particularly in complex humanitarian contexts.

Educational Background:
A relevant educational background is required for this position, typically including a degree in security management, international relations, humanitarian studies, or a related field. Advanced degrees or specialized training in security and access management may be advantageous.

Experience:
The ideal candidate should have extensive experience in security and access management, particularly in humanitarian settings. A proven track record of managing security operations and developing strategies to ensure safe access to vulnerable populations is critical. Experience working in the Middle East or similar contexts is highly desirable, as it provides valuable insights into the regional dynamics and security challenges.

Languages:
Fluency in oral and written English is mandatory for this position, as it is the primary language of communication within the organization. Proficiency in Arabic is considered a strong asset, enhancing the ability to engage with local stakeholders and communities effectively. Additional language skills may be beneficial but are not required.

Additional Notes:
This position is offered as a 12-month international contract, starting on 10th June 202
  • The contract includes various benefits such as social coverage, medical insurance, and a competitive salary starting from 2869€ gross per month, depending on experience. Additional allowances include a monthly per diem of 533€ and a hardship allowance of 250€. Paid leave is provided at a rate of 25 days per year, along with rest and recuperation (R&R) days every three months. The position is unaccompanied, and travel costs for relocation will be covered by the organization. Housing will be provided collectively by HI, and local packages will be available for residents.
