Job Overview:
The HR Officer will lead the Talent Acquisition team and report directly to the Head of HR. This role is crucial for ensuring effective people operations within WFP’s Syria Country Office. The incumbent will be responsible for developing and implementing talent acquisition strategies that align with WFP's mission and values. The ideal candidate will possess a strong passion for talent acquisition, staying updated on industry trends, and will be proactive in introducing innovative methods for identifying and engaging top talent. The HR Officer will also play a key role in employer branding initiatives and will work closely with various stakeholders to ensure that WFP attracts and retains the best talent available. This position requires a deep understanding of talent management and the ability to foster a collaborative and inclusive work environment.

Duties and Responsibilities:
The HR Officer will be responsible for a variety of tasks including: developing country-specific HR plans and processes; managing the HR talent acquisition team; overseeing full-cycle recruitment for national positions; ensuring transparency and adherence to HR policies; researching diverse talent pools to promote inclusion; engaging with managers to understand staffing needs; articulating WFP’s employee value proposition; building partnerships with educational institutions and diversity organizations; preparing regular reports on talent acquisition activities; serving as a point of contact for recruitment matters; contributing to staff capability building; coordinating communications with stakeholders; and performing other duties as required. The role demands a proactive approach to enhancing recruitment processes and ensuring that WFP's staffing needs are met efficiently and effectively.

Required Qualifications:
Candidates must possess an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field. Alternatively, a first university degree with two additional years of relevant work experience is acceptable. The role requires at least one year of postgraduate professional experience in Human Resources, particularly in recruitment and talent acquisition, with a strong interest in international humanitarian development. Candidates should have experience in sourcing and recruiting for hard-to-fill positions and demonstrate success in developing effective candidate pipeline methodologies. Strong communication skills, both verbal and written, are essential, along with a customer-oriented mindset and the ability to work in a multicultural team.

Educational Background:
The educational requirements for this position include an advanced university degree in Human Resource Management, Public or Business Administration, Industrial Psychology, or a related field. Alternatively, candidates with a first university degree and two additional years of relevant work experience will also be considered. This educational background is crucial for understanding the complexities of human resource management within the context of humanitarian operations.

Experience:
The HR Officer role requires at least one year of postgraduate professional experience in Human Resources, specifically focusing on recruitment and selection processes. Candidates should have a strong background in talent acquisition and a keen interest in the humanitarian sector. Experience in providing administrative support across various HR functions, including recruitment, training, and performance management, is essential. Additionally, candidates should have exposure to supervisory responsibilities and the ability to mentor junior staff members.

Languages:
Fluency in both spoken and written English and Arabic is mandatory for this position. Proficiency in these languages is essential for effective communication within the diverse workforce of WFP and for engaging with various stakeholders in the region. Knowledge of additional languages may be considered an asset but is not required.

This position is a fixed-term contract for a duration of 12 months and is specifically open to Syrian nationals only. The duty station for this role is Damascus, Syria.
